Resolution on the organization of urban administration in Hai Phong City approved by the Government of Vietnam

On September 24, 2024, the Government of Vietnam issued Resolution 151/NQ-CP, officially agreeing to submit to the Standing Committee of the National Assembly the Government’s draft Resolution of the National Assembly on the organization of urban government in Hai Phong city for consideration and approval according to the expedited procedure at the 8th session of the 15th National Assembly.

The Government of Vietnam assigned the Minister of Home Affairs to be authorized by the Prime Minister, on behalf of the Government, to sign the submission of the Government to the Standing Committee of the National Assembly regarding the proposal to add the Resolution of the National Assembly on the organization of urban government in Hai Phong city into the 2024 legislative and ordinance development program.

In order to gradually enhance the effectiveness and efficiency of state management, the management and operational capacities of the government of Hai Phong city suitable to the socio-economic development conditions of a large urban area in the upcoming period, it is necessary to develop a Resolution to implement the organization of urban government in Hai Phong city, creating conditions for the city to develop and overcome the current difficulties and obstacles of the city's government organization. The Ministry of Home Affairs has submitted to the Government the proposal to develop the National Assembly's Resolution on the organization of the urban government model in Hai Phong city.

The National Assembly's Resolution on the organization of urban government in Hai Phong city is built on the following guiding principles:

- Ensuring compliance with the 2013 Constitution and the coherence of the law; suitable to Resolution 45-NQ/TW dated January 24, 2019, of the Politburo on the construction and development of Hai Phong city till 2030 with a vision to 2045; and in line with commitments and international treaties to which Vietnam is a party.

- Ensuring the leadership of the Communist Party of Vietnam, the supervisory role of the Fatherland Front, and political-social organizations over the local government of Hai Phong city; promoting the people's right to mastery, building an urban government in Hai Phong city that truly represents the government of the people, by the people, and for the people.

- The organization of urban government in Hai Phong city must guarantee a streamlined organizational structure, ensuring centralized, unified, coherent, and effective leadership, direction, and management. The organization of urban government in Hai Phong city must be associated with some appropriate and necessary mechanisms and policies to ensure the operation of the urban government model in the city.

- Enhancing decentralization, increasing autonomy, and increasing the responsibility of the government of Hai Phong city while ensuring the supervisory duties of the National Assembly, the Government, and the people's councils at all levels of the city. The promulgation of new policies must be agreed upon by the people and businesses; ensuring stability and providing motivation for the socio-economic development of the city.
