Recently, the Government of Vietnam issued Decree 125/2006/ND-CP to adjust administrative boundaries and establish communes and townships in Ha Quang, Bao Lam, and Ha Lang districts of Cao Bang province.

Decree 125/2006/ND-CP regulates the establishment of the Pac Miau township under the Bao Lam district on the basis of adjusting 4,036 hectares of natural area and 2,619 people from Mong An commune. To be specific:
- Pac Miau town has 4,036 hectares of natural area and 2,619 people.
- Administrative boundaries of Pac Miau township: East borders Mong An commune; West borders Quang Lam commune, Nam Quang commune; South borders Thai Hoc commune, Quang Lam commune; North borders Ly Bon commune, Nam Quang commune, Vinh Phong commune.
Besides, this Decree adjusts 1,800 hectares of natural area and 653 people from Mong An commune to Quang Lam commune under the management of Bao Lam district. It also adjusts 330 hectares of natural area and 189 people from Mong An commune to Thai Hoc commune under the management of Bao Lam district.
