On December 23, 2008, the Government of Vietnam issued Decree 11/ND-CP regarding the adjustment of administrative boundaries and establishment of communes under Muong Lat District and Quan Son District in Thanh Hoa Province.

Decree 11/ND-CP stipulates the adjustment of the administrative boundaries of communes and the establishment of communes in Muong Lat district and Quan Son district, Thanh Hoa province as follows:
- Establish Nhi Son commune under Muong Lat district by adjusting 3,684.61 ha of natural area and 2,029 inhabitants of Pu Nhi commune. Nhi Son commune has 3,684.61 ha of natural area and 2,029 inhabitants.
- Establish Trung Tien commune under Quan Son district by adjusting 4,405.5 ha of natural area and 2,935 inhabitants of Trung Thuong commune.
Trung Tien commune has 4,405.5 ha of natural area and 2,935 inhabitants.
After adjustment of the administrative boundaries:
- Pu Nhi commune retains 6,754.99 ha of natural area and 3,754 inhabitants. Muong Lat district has 80,865 ha of natural area and 30,318 inhabitants, comprising 9 administrative divisions including the communes of Trung Ly, Muong Ly, Pu Nhi, Nhi Son, Tam Chung, Ten Tan, Quang Chieu, Muong Chanh, and Muong Lat township.
- Trung Thuong commune retains 5,217.41 ha of natural area and 2,894 inhabitants. Quan Son district has 94,345 ha of natural area and 34,915 inhabitants, comprising 13 administrative divisions including the communes of Son Thuy, Na Meo, Son Dien, Muong Min, Tam Thanh, Tam Lu, Son Lu, Son Ha, Trung Thuong, Trung Tien, Trung Ha, Trung Xuan, and Quan Son township.
