Below are the guidelines on the report time for implementation of bidding activities in Vietnam.

The Minister of Planning and Investment of Vietnam issues Circular 23/2024/TT-BKHDT on December 31, 2024, guiding the templates for request dossiers, evaluation reports, verification reports, inspections, and reports on the implementation of bidding activities.
According to Article 4 of Circular 23/2024/TT-BKHDT, the report time for implementation of bidding activities in Vietnam is as follows:
- The Ministry of Planning and Investment reports to the Prime Minister of the Government of Vietnam in the second quarter of the year following the reporting period.
- Ministries, ministerial-level agencies, agencies of the Government of Vietnam, other central agencies, provincial People's Committees, and state enterprises submit reports on the National Bidding Network System before February 1 of the year following the reporting period. In cases where the reporting time coincides with weekends or public holidays as stipulated by labor law, the reporting time is the first working day after the weekend or holiday.
- Investors and bid solicitors submit annual reports on the implementation of bidding activities according to the reporting deadlines required by the Department of Planning and Investment, the units assigned with the management duties for bidding activities.
According to Article 3 of Circular 23/2024/TT-BKHDT, the agencies and organizations implementing reports on the implementation of bidding activities are as follows:
- Annually, the Ministry of Planning and Investment compiles and reports to the Prime Minister of the Government of Vietnam on the national implementation of bidding activities.
- Ministries, ministerial-level agencies, agencies of the Government of Vietnam, other central agencies, provincial People's Committees, state enterprises, and other agencies and organizations subject to the application as stipulated in Article 2 of the Law on Bidding 2023 report the implementation of bidding activities annually within their management areas via the National Bidding Network System or by written reports to the Ministry of Planning and Investment if confidentiality is required.
- The Department of Planning and Investment and units tasked with the management of bidding activities assist ministries, ministerial-level agencies, agencies of the Government of Vietnam, other central agencies, provincial People's Committees, state enterprises, and other agencies and organizations in urging and compiling annual reports on bidding activities of investors and bid solicitors within their managed regions or sectors.
- Investors and bid solicitors report the implementation of bidding activities of their packages and projects to the Department of Planning and Investment, the unit assigned with bidding management duties as specified in Clause 3, Article 3 of Circular 23/2024/TT-BKHDT.
According to Clause 6, Article 2 of Circular 23/2024/TT-BKHDT, the annexes on reporting the implementation of bidding activities include:
- Annex 1: Minutes of Closing Bid;
- Annex 2A: Minutes of Bid Opening (for packages applying the one-stage one-envelope method);
- Annex 2B: Minutes of Opening Technical Proposals (for packages applying the one-stage two-envelope method);
- Annex 2C: Minutes of Opening Financial Proposals (for packages applying the one-stage two-envelope method);
- Annex 3: Inspection Decision;
- Annex 4: Inspection Notice;
- Annex 5: Minutes of Publishing the Inspection Decision;
- Annex 6: Notice of Conclusion of Direct Inspection;
- Annex 7: Commitment Form.
For the Submission Request for Approval of Tenderer List Meeting Technical Requirements, Decision of Approval for Tenderer List Meeting Technical Requirements, Minutes of Contract Negotiations, Submission Request for Approval of Bidder Selection Results, Decision of Approval for Bidder Selection Results of packages not conducted online, investors and bid solicitors should apply and modify corresponding templates in the Annexes issued with Circular 22/2024/TT-BKHDT based on ensuring no conflict with the Law on Bidding 2023, Decree 24/2024/ND-CP.
Circular 23/2024/TT-BKHDT takes effect from March 1, 2025.
From the effective date of Circular 23/2024/TT-BKHDT, Circular 07/2024/TT-BKHDT is annulled.
