On December 23, 2008, the Government of Vietnam issued Decree 08/ND-CP regarding the establishment of Hong Ngu town, the establishment of wards under Hong Ngu town, Dong Thap province.

Decree 08/ND-CP stipulates the adjustments to the administrative boundaries of Hong Ngu district to establish wards under Hong Ngu town, Dong Thap province as follows:
- Establish Hong Ngu town in Dong Thap province by adjusting 12,216.16 hectares of natural area and 74,569 inhabitants of Hong Ngu district (including the entire natural area and inhabitants of the Hong Ngu township and the communes: Tan Hoi, Binh Thanh, An Binh A, An Binh B; 751.72 hectares of natural area and 8,380 inhabitants of the Thuong Lac commune).
- Hong Ngu town will have a natural area of 12,216.16 hectares and 74,569 inhabitants.
- The administrative boundaries of Hong Ngu town: East borders Tan Hong district; West borders Hong Ngu district; South borders Tam Nong district; North borders Preyveng province, Cambodia.
