Resolution 65/2025/UBTVQH15 was approved by the Standing Committee of the National Assembly on January 15, 2025.

Resolution on adjustment of the Law and Ordinance Development Program in 2025 in Vietnam

According to Article 1 of Resolution 65/2025/UBTVQH15, the adjustment of the Law and Ordinance Development Program in 2025 in Vietnam is as follows:

- Add the following draft laws to the Law and Ordinance Development Program in 2025:

+ Submit to the National Assembly for opinions and approval at the 9th Extraordinary Meeting (February 2025) under the procedure at one meeting and according to the simplified process the draft Law amending and supplementing several articles of the Law on the Organization of the National Assembly, the Law on the Organization of the Government of Vietnam (amended), and the draft Law on the Organization of Local Government (amended);

+ Submit to the National Assembly for opinions and approval at the 9th Meeting (May 2025) under the procedure at one meeting the draft Law amending and supplementing several articles of the Law on Efficient and Economical Use of Energy;

+ Submit to the National Assembly for opinions at the 9th Meeting (May 2025) and approval at the 10th Meeting (May 2025) the draft Atomic Energy Law (amended).

In cases where the draft laws are well-prepared by the Government of Vietnam and the discussion in the National Assembly leads to high consensus, the Standing Committee of the National Assembly will consider, cooperate with the Government of Vietnam, and submit to the National Assembly for approval at the 9th Meeting under the procedure at one meeting;

+ Submit to the National Assembly for opinions at the 10th Meeting (May 2025) the draft Law on Temporary Detention, Custody and Banning from Leaving Place of Residence and the draft Law amending and supplementing several articles of the Law on Execution of Criminal Judgments.

In cases where the draft laws are well-prepared by the Government of Vietnam and the discussion in the National Assembly leads to high consensus, the Standing Committee of the National Assembly will consider, cooperate with the Government of Vietnam, and submit to the National Assembly for approval at the 10th Meeting under the procedure at one meeting.

- Adjust the submission time of the draft Law on Promulgation of Legislative Documents (amended) from the program for opinions and approval at the 9th Meeting (May 2025) to the program for opinions and approval at the 9th Extraordinary Meeting (February 2025) under the procedure at one meeting and according to the simplified process.

- Assign the Government of Vietnam to direct agencies to urgently prepare a draft Resolution of the National Assembly regulating the handling of certain contents related to the organization of apparatus to submit to the National Assembly for opinions and approval at the 9th Extraordinary Meeting (February 2025) under the procedure at one meeting and according to the simplified process.

Additionally, the Standing Committee of the National Assembly assigns the presenting agency, the lead verification agency, the participating verification agency, and the schedule for submitting to the Standing Committee of the National Assembly for opinions on the draft laws adjusted in the Law and Ordinance Development Program in 2025 as follows:

Resolution 65/2025/UBTVQH15 takes effect from January 15, 2025.
