On November 10, 2006, the Government of Vietnam issued Decree 133/2006/ND-CP regarding the adjustment of administrative boundaries of communes in Lam Thao District and Phu Ninh District to expand Viet Tri city under Phu Tho province.

Decree 133/2006/ND-CP specifies the adjustment of the administrative boundaries of communes in Lam Thao District and Phu Ninh District to expand Viet Tri city under Phu Tho province as follows:
- Adjust the entire 702.96 ha of natural area and 4,182 residents of Hy Cuong Commune; 931.40 ha of natural area and 5,338 residents of Chu Hoa Commune; 790.07 ha of natural area and 6,223 residents of Thanh Dinh Commune from Lam Thao District to the management of Viet Tri City.
- Adjust the entire 889.18 ha and 7,382 residents of Kim Duc Commune; 197.55 ha of natural area and 5,608 residents of Hung Lo Commune from Phu Ninh District to the management of Viet Tri City.
- Viet Tri City has 10,636.94 ha of natural area and 168,462 residents, with 22 affiliated administrative divisions including wards: Bach Hac, Thanh Mieu, Tho Son, Tien Cat, Nong Trang, Van Co, Ben Got, Gia Cam, Tan Dan, Duu Lau, and communes: Thuy Van, Minh Nong, Minh Phuong, Van Phu, Phuong Lau, Song Lo, Trung Vuong, Hy Cuong, Chu Hoa, Thanh Dinh, Hung Lo, Kim Duc.
- The administrative boundaries of Viet Tri City: East borders with Lap Thach District and Vinh Tuong District, Vinh Phuc Province; West borders with Lam Thao township, Hung Son township, Tien Kien Commune, Thach Son Commune, Lam Thao District; South borders with Cao Xa Commune, Son Vi Commune, Lam Thao District and Ba Vi District, Ha Tay Province; North borders with Phu Ninh Commune, An Dao Commune, Tu Da Commune, Vinh Phu Commune, Phu Ninh District.
Thus, after adjusting the administrative boundaries:
- Lam Thao District has 9,754.59 ha of natural area and 101,422 residents, with 14 affiliated administrative divisions including communes: Xuan Huy, Thach Son, Tien Kien, Son Vi, Hop Hai, Kinh Ke, Ban Nguyen, Vinh Lai, Tu Xa, Son Duong, Xuan Lung, Cao Xa and townships: Lam Thao, Hung Son.
- Phu Ninh District has 15,637.32 ha of natural area and 98,237 residents, with 18 affiliated administrative divisions including communes: Lien Hoa, Phu My, Tram Than, Tien Phu, Trung Giap, Bao Thanh, Phu Loc, Gia Thanh, Tien Du, Phu Nham, An Dao, Binh Bo, Tu Da, Vinh Phu, Tri Quan, Phu Ninh, Ha Giap and Phong Chau township.
