This is the important content stipulated in Decree 106/2020/ND-CP on job positions and the number of employees in public service providers, issued on September 10, 2020.

Article 10 of Decree 106/2020/ND-CP stipulates the documentation and deadlines for submitting the annual personnel plan for public service providers as follows:
The annual personnel plan documentation of public service providers under the management of ministries, central authorities, and local authorities includes:
- Request document;- Personnel plan of public service providers under the management of ministries, central authorities, and local authorities, accompanied by documents serving as the basis for determining the number of employees;- Copies of documents from competent authorities deciding or approving the number of employees in public service providers under the units or ministries, central authorities, and local authorities for the year immediately preceding the plan year;- Related documents (if any).
Includes the following details:
- The necessity of preparing the annual personnel plan;- Performance report on the allocation and utilization of employees for the year immediately preceding the plan year and at the time of planning;- Determination of the number of employees with statistics, data aggregation for the plan year as per Appendix IA, Appendix IB, Appendix IIA, and Appendix IIB issued with Decree 106;- Implementation solutions for the personnel plan after being assigned or approved by competent authorities, anticipated sources of public employees, labor contract supplements, replacements, implementation of staff streamlining policies, and budget estimates for implementation;- Recommendations, proposals.
- The annual personnel plan of ministries, central authorities, and local authorities must be submitted before May 1 each year. Ministries, central authorities, and local authorities submit the personnel plan for public service providers of the following year to the Ministry of Home Affairs.
- Beyond this period, if ministries, central authorities, and local authorities do not submit the personnel plan for public service providers of the following year, the Ministry of Home Affairs will notify the total number of employees receiving state budget salaries in partially covered recurrent expenditure public service providers and fully state-funded recurrent expenditure public service providers of ministries, central authorities, and local authorities with a staff reduction rate higher by 1% (one percent) than the prescribed reduction rate trajectory.
