Guidelines for exemption, retention, and recognition of training results for intermediate and college-level teachers in Vietnam (Internet image)

According to Article 12 of Circular 24/2019/TT-BGDDT, the guidelines for exemption, retention, and recognition of study results for intermediate and college-level teachers are as follows:

1. Exemptions, reductions, and temporary postponement of studying subjects: Subjects in national defense and security education for learners shall be implemented according to the regulations on organization of teaching, learning, and evaluation of study results for national defense and security education subjects under the current regulations of the Ministry of Education and Training.

2. Exemption from studying, exemption from final exams for subjects, and exemption from graduation exams for subjects in political education or political theory: In cases where learners have graduated from political theory programs at an equivalent level or higher, they shall be exempted from studying, exempted from final exams for subjects, and exempted from graduation exams for subjects in political education or political theory.

3. Exemption from studying, exemption from final exams for subjects, and exemption from graduation exams for foreign language subjects in the general education knowledge block: In cases where learners possess a foreign language certificate (still valid at the time of completion of subjects or courses), equivalent to level 2 or higher for intermediate training, level 3 or higher for college-level training according to the 6-level foreign language proficiency framework used in Vietnam issued by the Ministry of Education and Training.

4. Exemption from studying, exemption from final exams for subjects, and exemption from graduation exams for computer science subjects in the general education knowledge block: In cases where learners have achieved the basic information technology skills standard as defined by the Ministry of Information and Communications through the entrance examination of the teacher training institution.

5. Exemption from studying, exemption from final exams for subjects, and exemption from graduation exams for physical education subjects in the general education knowledge block: In cases where learners are war invalids, have disabilities, or suffer from chronic diseases that limit physical function; learners who have achieved first, second, or third place or have received medals in departmental or higher-level sports competitions during their study at the teacher training institution.

6. Learners with disabilities certificates as defined by the Law on Persons with Disabilities shall be considered by the head of the teacher training institution for exemption or reduction of study of some subjects or courses, or exemption or reduction of certain educational contents and activities that cannot be met due to personal abilities.

7. Exemption from studying, exemption from final exams for subjects, exemption from graduation exams, and exemption from graduation exams in cases where learners have been recognized as having graduated from equivalent training programs, including subjects, courses that are recognized as equivalent to subjects, or courses for graduation exams in the teacher training institution's training program.

8. Retention of grades, recognition of study results:

• Learners shall retain grades and have their study results recognized for subjects and courses that meet the requirements and are recognized as equivalent to the teacher training institution's training program in cases where they study a training program for a second degree, transfer to another teacher training institution, or study two teacher training programs simultaneously;

• The period for retaining study results shall not exceed 5 years;

• The head of the teacher training institution shall specify the retention and recognition of study results for learners.
