Provision of textbooks to areas affected by Typhoon No. 3 (Yagi Typhoon) in Vietnam

On September 9, 2024, the Ministry of Education and Training issued Official Dispatch 5212/BGD&DT-GDTrH in 2024 on the provision of textbooks for areas affected by Typhoon No. 3.

Implementing the directive of the Prime Minister of the Government of Vietnam on urgent response to Typhoon No. 3 (Typhoon Yagi) and subsequent floods; to proactively mitigate the consequences of Typhoon No. 3, and prepare the conditions for students to return to school for studies, the Ministry of Education and Training requests the Departments of Education and Training and organizations involved in the compilation and distribution of textbooks to promptly carry out the following tasks:

- For the Departments of Education and Training: Proactively review, tally the damage to school facilities, teaching equipment, textbooks, and student’s learning materials caused by storms and floods to have plans for remediation and report to the competent authorities.

Timely support, assist students, policy families, and students in difficult circumstances, and students heavily affected by storms and floods to quickly stabilize their studies; implement solutions to ensure safe and effective teaching in schools.

Coordinate with local textbook supply units to promptly supplement textbooks for students, ensuring the supply of sufficient textbooks to help students quickly stabilize their studies.

- For the organizations involved in the compilation and distribution of textbooks:

The Ministry of Education and Training requests proactive cooperation with localities to review and promptly grasp the situation of textbooks damaged by Typhoon No. 3 to urgently print and supply promptly for teachers and students to organize teaching, prioritizing students in introductory and graduating classes; ensure there is no shortage of textbook supply.

Within the capabilities of the units, publishers should cooperate with the Departments of Education and Training to proactively support textbooks, notebooks, and learning materials for students from policy families and those heavily affected by storms and floods to quickly stabilize their studies.

What are principles of current textbook compilation in Vietnam?

The principles of textbook compilation are stipulated in Article 3 of the Regulation on Standards, Compilation and Revision Processes of Textbooks; Standards for Organizations and Individuals Compiling Textbooks; Organization and Activities of the National Textbook Appraisal Council issued together with Circular 33/2017/TT-BGDDT as follows:

- Suitable with the viewpoints and policies of the Communist Party of Vietnam; adherence to the Constitution and laws of Vietnam.

- To concretize the objectives, content, educational methods, and assessment of educational outcomes of the general education program; ensuring continuity between educational levels, grades, subjects, and educational activities.

- Linked with the specific conditions of Vietnam and in line with advanced global educational trends, ensuring the best interests of learners.

What are procedures for in compiling textbooks in Vietnam?

In Clause 1, Article 9 of the Regulation on Standards, Compilation and Revision Processes of Textbooks; Standards for Organizations and Individuals Compiling Textbooks; Organization and Activities of the National Textbook Appraisal Council issued together with Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 2, Article 1 Circular 05/2022/TT-BGDDT):

Procedures for in compiling Textbooks

Step 1: Organizations and individuals compiling textbooks choose authors to compile textbooks who meet the standards stipulated in Article 11 Circular 33/2017/TT-BGDDT;

Authors study the general education curriculum issued by the Minister of Education and Training to develop the overall outline, detailed outline, and compilation plan;

Assign tasks of the chief editor, editor-in-chief (if the book has a chief editor, editor-in-chief), authors to ensure suitability in workload and time for guaranteeing the quality and progress of the textbook sample completion;

Step 2: Organizations and individuals compiling textbooks conduct the compilation, editing, designing, illustrating, complete at least 01 (one) learning lesson, organize experimental teaching, gather feedback post-experimental teaching to perfect that lesson with the participation, input, and consensus of all authors before organizing the compilation of other lessons;

Organize compilation, editing, designing, illustrating, experimental teaching, collect feedback from teachers, educational managers, scientists, and educators knowledgeable about general education on the sample textbook according to the content stipulated in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT (specific requirements as per the Textbook Assessment Criteria attached to this Circular); complete the textbook sample and submit it to the Ministry of Education and Training for appraisal;

Step 3: The Ministry of Education and Training organizes the appraisal of the textbook sample according to the regulations in Chapter 4 Circular 33/2017/TT-BGDDT;

Step 4: Organizations and individuals compiling textbooks finalize the textbook sample post-appraisal;

Step 5: The Minister of Education and Training approves and authorizes the use of textbooks;

Step 6: Organizations and individuals compiling textbooks organize the publication and distribution of textbooks according to the law.
