On September 10, 2024, the Minister of Education and Training issued Official Telegram 1200/CD-BGDDT to direct recovery efforts after Typhoon No.3 (Yagi Typhoon) (Download).

The remnants of Typhoon No.3 caused widespread heavy rains, resulting in severe damage to localities. To swiftly cope with the aftermath and soon stabilize teaching and learning activities, the Minister of Education and Training requires the Directors of the Departments of Education and Training of the provinces and centrally-affiliated cities to implement the following:

- Urgently rectify the consequences of natural disasters. Coordinate with healthcare agencies to disinfect and clean school premises to prevent the risk of disease outbreaks post-typhoon. Ensure safe school conditions and environmental hygiene before welcoming students back to schools.

- Prolonged heavy rains have saturated the soil, making it soft and weak, significantly increasing the risk of landslides. Proactively review and inspect facilities at risk of insecurity for repair plans.

- Resolutely do not use facilities that do not meet quality standards and are at risk of collapse.

- Plan and promptly implement the repair of school infrastructure, prioritizing items that pose safety risks to teachers and students.

- Relocate students, teachers, educational facilities, and teaching equipment away from heavily damaged or unsafe areas.

- Review the green tree systems, school fences, gates, and provide solutions for trimming branches and preventing wall collapses and tree falls. Pay special attention to inspecting school points and educational facilities near rivers, streams, or areas at risk of flooding or landslides to issue warnings or prevent students from attending unsafe schools.

- Ensure promptly provide essential supplies and teaching equipment for affected educational facilities. Organize psychological support for teachers and students affected by the storm, especially families suffering from personal and property losses.

- Enhance cooperation with local departments in relief and post-typhoon remediation, notably supporting the families of severely affected teachers and students.

- Prepare necessary infrastructure, equipment, and essential items for boarding and semi-boarding students to ensure safety, thoroughness, and convenience.

- Summarize damage conditions and remediation measures, report to the competent authorities, and submit detailed reports to the Ministry of Education and Training before September 15, 2024, for consolidation to report to the Government of Vietnam.

What are minimum physical facility standards for primary school classrooms in Vietnam?

Pursuant to Article 10 of the Regulations on Physical Facility Standards for Nursery Schools, Primary Schools, Lower Secondary Schools, Upper Secondary Schools, and Multiple Education Level Schools (Hereinafter referred to as the Regulation) promulgated together with Circular 13/2020/TT-BGDDT, the minimum physical facility standards for primary school classrooms are as follows:

- Classrooms: Each class must have its own classroom; it can be utilized as a nap room for students (if applicable); fully equipped with: student desks and chairs of the correct standards with sufficient seating for students; teacher’s desk and chair; class board; lighting system and fan system; file cabinets and teaching equipment.

- Music and Art classrooms: minimum of 01 room.

- Science and Technology classroom: minimum of 01 room.

- Informatics classroom: minimum of 01 room.

- Foreign Language classroom: minimum of 01 room.

- Multi-functional room: minimum of 01 room.

What are minimum physical facility standards for lower secondary school classrooms in Vietnam?

Pursuant to Article 14 of the Regulations promulgated together with Circular 13/2020/TT-BGDDT, the minimum physical facility standards for lower secondary school classrooms are as follows:

- Classrooms: Ensure a minimum quantity of 0.6 rooms/class; fully equipped with: student desks and chairs of the correct standards with sufficient seating for students; teacher’s desk and chair; class board; lighting system and fan system.

- Music classroom: minimum of 01 room.

- Art classroom: minimum of 01 room.

- Technology classroom: minimum of 01 room.

- Natural Science classroom: minimum of 02 rooms.

- Informatics classroom: minimum of 01 room.

- Foreign Language classroom: minimum of 01 room.

- Multi-functional room: minimum of 01 room.

What are minimum physical facility standards for upper secondary school classrooms in Vietnam?

Pursuant to Article 18 of the Regulations promulgated together with Circular 13/2020/TT-BGDDT, the minimum physical facility standards for upper secondary school classrooms are as follows:

- Classrooms: Ensure a minimum quantity of 0.6 rooms/class; fully equipped with: student desks and chairs of the correct standards with sufficient seating for students; teacher’s desk and chair; class board; lighting system and fan system.

- Music classroom: minimum of 01 room.

- Art classroom: minimum of 01 room.

- Technology classroom: minimum of 01 room.

- Informatics classroom: minimum of 01 room.

- Foreign Language classroom: minimum of 01 room.

- Multi-functional room: minimum of 01 room.

- Physics classroom: minimum of 01 room.

- Chemistry classroom: minimum of 01 room.

- Biology classroom: minimum of 01 room.
