What are procedures for awarding the title of Honorary Doctorate to teachers in Vietnam?

Based on Article 4 of Decree 84/2020/ND-CP, the awarding of honorary doctorate titles as follows:

Awarding of Honorary Doctorate Titles

  1. Eligible Recipients:

a) teachers, scientists;

b) Political and social activists.

  1. Conditions for Awarding:

a) Vietnamese nationals residing abroad or foreigners with significant contributions to Vietnam's education and science, approved by a Vietnamese higher education institution that offers doctorate training, for recipients as specified in point a, clause 1 of this Article;

b) Vietnamese nationals residing abroad or foreigners with significant contributions to Vietnam's education and science, with international prestige and notable achievements contributing to friendship and socio-economic development in Vietnam, approved by a Vietnamese higher education institution that offers doctorate training, for recipients as specified in point b, clause 1 of this Article.

3. Awarding Process:

a) The higher education institution shall convene the scientific and training council to review the awarding process to ensure accurate subject and conditions as stipulated in clauses 1 and 2 of this Article;

b) Based on the resolution of the scientific and training council, the president or director of the higher education institution shall submit to the school council for consideration and approval. Based on the school council's resolution, the president or director shall issue the awarding decision and organize the ceremony to confer the title;

c) If necessary, the president or director of the higher education institution may request the Ministry of Foreign Affairs, the Ministry of Public Security, or the representative agency of the country of the proposed awardee for opinions to ensure no violation of the laws of Vietnam, the laws of the home country, and international agreements of which Vietnam is a member.

  1. The higher education institution offering doctoral training shall design, print, issue, and manage the honorary doctorate diploma. The diploma must specify the title “Honorary Doctor,” must not state “Doctoral Degree,” and must not include the training field; publicize information about the awardee on the institution’s website and send the awarding decision to the Ministry of Education and Training after each awarding.

Thus, the process for awarding honorary doctorate titles to teachers is as follows:

What are the standard training qualifications for teachers in Vietnam?

Based on Article 72 of the Education Law 2019, the standard training qualifications for teachers are stipulated as follows:

- A college degree or higher in pedagogy for preschool teachers;

- A bachelor's degree in teacher training or higher for primary, lower secondary, and upper secondary school teachers.

For subjects without sufficient bachelor-degree teachers in teacher training disciplines, a relevant bachelor's degree and a pedagogical training certificate are required;

- A master's degree for university lecturers; a doctorate for university lecturers guiding master's theses and doctoral dissertations;

- The standard training qualifications for teachers teaching in vocational education institutions are stipulated by the Vocational Education Law 2014.

What are benefits for teachers engaged in inclusive education in Vietnam?

Based on Article 77 of the Education Law 2019, the policies for teachers are as follows:

Policies for teachers

  1. The State shall implement recruitment, utilization, remuneration policies, and ensure necessary material and spiritual conditions for teachers to perform their roles and duties.

2. Teachers working at specialized schools, gifted schools, boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, pre-university schools, schools/classes for the disabled, reformatory schools, or other specialized schools, and teachers engaged in inclusive education are entitled to allowances and preferential policies.

  1. The State shall implement policies to encourage and provide preferential allowances and other policies for teachers working in areas with particularly difficult socio-economic conditions.
  1. The Government of Vietnam shall provide detailed regulations for this Article.

Thus, teachers engaged in inclusive education are entitled to allowances and preferential policies.
