Notification of School Closure to Avoid Yagi Typhoon for Students in Hanoi from September 7

On September 6, 2024, the Hanoi Department of Education and Training issued Official Dispatch 3061/SGDDT-CTTT-KHCN in 2024 (DOWNLOAD) to announce that students in Hanoi will be off from school to avoid Typhoon Yagi (Typhoon No. 03) from September 7, 2024.

In compliance with Official Telegram 1170/CD-BGDDT in 2024 dated September 4, 2024, from the Ministry of Education and Training; conclusions from the meeting on September 6, 2024, of the Standing Committee of the City Party Committee on proactively responding to Typhoon No. 3 in the city area; Official Telegram dated September 6, 2024, from the City People's Committee on actively responding to Typhoon No. 3;

Further to Official Dispatch 3057/SGDDT-CTTT-KHCN dated September 5, 2024, from the Hanoi Department of Education and Training on proactively responding to Typhoon No. 3; To proactively prevent, be ready to promptly respond to Typhoon No. 3, and ensure the safety of students, the Hanoi Department of Education and Training requests Heads of Education and Training Departments of districts, towns of district-level; Directors of vocational education centers - continuing education and principals of schools affiliated with the Department to focus on implementing the following contents:

- Closely monitor the developments of Typhoon No. 3; organize 24/24-hour duty, implement plans to prevent and combat storms, heavy rains, floods, and promptly and fully communicate to teachers, parents, and students to proactively take preventive measures. Maintain regular contact with functional agencies and local rescue forces to promptly respond in case of an incident; at the same time, urgently remedy damages and clean up, sanitize schools and classrooms right after the storm, ensure safety, and prevent diseases within the school.

- All students in the city will be off from school (including main curriculum and extracurricular activities) from September 7, 2024 (Saturday) until the storm dissipates to avoid Typhoon No. 3 and ensure student safety.

- Units should proactively develop plans and report to competent authorities, ensuring the safety of staff, teachers, employees, students, and school facilities. Move assets, machinery, equipment, desks, documents, books... to places not at risk of flooding to avoid damage, deterioration, or loss; minimize damage caused by the storm, especially at educational institutions at high risk of deep flooding and landslides. Strengthen cooperation with students' families to manage students during the school closure.

Heads of Education and Training Departments of districts, towns of district-level, Directors of vocational education centers - continuing education; Principals of schools affiliated with the Department are requested to seriously implement the above-stated contents.

Thus, students in Hanoi are on leave to avoid Typhoon Yagi starting from September 7, 2024.

Is it compulsory to make make up classes for Hanoi students after Super Typhoon Yagi in Vietnam?

Based on Article 3 Decision 2045/QD-BGDDT in 2024:

Responsibilities for Implementation

1. Chairpersons of Provincial People's Committees and centrally-run cities shall decide:

a) The academic year plan for preschool, general education, and continuing education suitable to local reality.

b) The early school start time and the extended academic year period not exceeding 15 days compared to the regulation specified in Article 1 of this Decision to ensure the implementation and completion of the preschool, general education, and continuing education programs in case of natural disasters or epidemics; for special cases arising, report to the Ministry of Education and Training before implementation.

2. Directors of Departments of Education and Training:

a) Decide to allow students to take leave in cases of severe weather, natural disasters, and arrange make-up classes; ensure the leave time for teachers during the academic year.

b) Report to the Ministry of Education and Training on:

- The preparation status for the academic year and the organization status of the academic year 2024 - 2025 opening ceremony before September 10, 2024;

- Summarize the implementation status of key tasks and solutions for the academic year 2024 - 2025 and the results of fulfilling competition criteria

Thus, it can be seen that if there is a break to avoid the storm, after the storm passes, the Director of the Department of Education and Training will arrange make-up classes for Hanoi students based on the actual situation.

How to ensure a safe new school year for Hanoi students after Super Typhoon Yagi?

On September 4, 2024, the Ministry of Education and Training issued Official Telegram 1170/CD-BGDDT in 2024 on proactively responding to Typhoon No. 3 Download.

The Minister of Education and Training directed the Directors of Departments of Education and Training of northern provinces/cities from Nghe An northwards as follows:

According to the National Center for Hydrometeorological Forecasting, as of 4:00 PM on September 3, 2024, the center of Typhoon No. 3 (Yagi) was located over the eastern seas of the northern East Sea area, with the highest winds near the center of the storm at level 10 (89 - 102 km/h), with gusts at level 12. It is forecasted that Typhoon No. 3 could make a direct hit on northern provinces at a very strong intensity, particularly in the provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh. To proactively respond to Typhoon No. 3, the Minister of Education and Training requests the Directors of Departments of Education and Training of northern provinces from Nghe An onwards to seriously implement the following contents:

[1] Closely monitor the developments of the storm, stay on duty 24/24 hours; regularly maintain contact with functional agencies and local rescue forces to promptly respond should an incident occur, implementing the "4 on-site" principle;

[2] Direct educational institutions to organize the new academic year's opening ceremony in a succinct, safe manner, suitable to local practical conditions. Absolutely do not organize the opening ceremony at locations with heavy rains that pose risks of landslides and flooding;

[3] Develop plans and promptly relocate assets, machinery, equipment, desks, documents, and books to safe places to ensure no damage, destruction, or loss, minimizing damages caused by the storm;

[4] Urgently remediate damages; clean up and sanitize school classrooms right after rainstorms ensuring safety, cleanliness, and disease prevention in preparation for the new academic year.

[5] Continuously update information, summarize damages, and develop handling plans reporting to the provincial People's Committee for remediation, and report to the Ministry of Education and Training at the address: Department of Facilities, Ministry of Education and Training - No. 35, Dai Co Viet, Hai Ba Trung District, Hanoi (contact person Mr. Tran Gia Khanh, specialist at the Department of Facilities, phone 0917710440) to consolidate reports to the Government of Vietnam.
