Typhoon No.3 (Yagi Typhoon) has strengthened to level 16, with gusts above level 17, becoming one of the strongest typhoons in the East Sea in the past 10 years.

Recently, this super typhoon swept through many provinces in the North, causing extremely severe consequences, greatly disrupting the lives of the residents, particularly in their travel between provinces, making it difficult for students to attend their classes.

Therefore, on September 10, 2024, the VNU University of Law in Hanoi issued a notice to continue postponing the academic schedule for students of batch 69 at Hoa Lac as follows:

The academic schedule for students of batch 69 at the VNU University of Law in Hanoi at Hoa Lac will continue to be postponed until September 16, 2024.

The week off due to the typhoon will be compensated during the reserve week of the first semester of the 2024-2025 academic year.

Do university students affected by Typhoon No.3 (Yagi Typhoon) in Vietnam get to switch to online learning?

Based on Clause 2, Article 8 of the Undergraduate Education Regulations issued together with Circular 08/2021/TT-BGDDT, online teaching and learning are as follows:

- Educational institutions are allowed to organize online classes if they meet current regulations on the application of information technology in management and online teaching; and have solutions to ensure the quality of and evidence for online classes, which should not be inferior to face-to-face classes;

- For formal and blended education programs, a maximum of 30% of the total training program can be conducted online. In cases of natural disasters, complex epidemics, and other force majeure situations, institutions will follow the guidelines of the Ministry of Education and Training.

In cases of complex natural disasters, university students affected by Typhoon No.3 (Yagi Typhoon) will switch to online learning depending on the actual situation and specific guidance from the Ministry of Education and Training.

What are regulations on the training program and learning duration for university students in Vietnam?

Based on Article 2 of the Undergraduate Education Regulations issued together with Circular 08/2021/TT-BGDDT, the training program and learning duration for university students are as follows:

- The training programs are designed based on credits, structured from subjects or modules (hereafter collectively referred to as modules), including required modules that must meet the current training program standards as stipulated by the Ministry of Education and Training. In the case of double majors or major-minor programs, the training programs should clearly state the shared and specific credit loads for each major.

- The content and output standards of the training programs uniformly apply to different training forms, methods, and learner categories. For those who have graduated from different levels or majors, the actual learning load is determined based on the recognized or transferred credits and exempted modules from the previous training programs.

- Training programs must be publicized to learners before enrollment and at the start of the course; any changes or adjustments related to the training programs must be implemented in accordance with current regulations and announced before application, ensuring no adverse impact on students.

- For each training form, the training programs should provide a standard full-course study plan to guide students.

+ The duration according to the standard full-course study plan for formal education must comply with the timeframe stipulated in the National Education System Framework and ensure most students can complete the training program;

+ The duration according to the standard full-course study plan for blended education must be at least 20% longer than that of the formal education program of the same training program.

- The maximum duration for students to complete the course is stipulated in the regulations of the educational institution, but it should not exceed twice the time of the standard full-course study plan for each training form.

For students in bridge programs who have been exempted from accumulated credits, the maximum duration to complete the course is determined based on the standard full-course study plan minus the corresponding exempted credit load.

In conclusion, the current damage caused by Typhoon No.3 (Yagi Typhoon) is significant and complex, particularly affecting the academic activities of students. The current situation remains challenging; therefore, local authorities will provide specific notices to ensure the safety of students and will announce the resumption of classes once the consequences of the typhoon are addressed.
