Who are eligible for lunchtime support policy for preschool children in Vietnam?
Based on Article 7 of Decree 105/2020/ND-CP, the beneficiaries of the policy on lunchtime support for preschool children are preschool-aged children (excluding children from very small ethnic minority groups as provided for in Decree 57/2017/ND-CP) attending preschool classes at preschools meeting one of the following criteria:
- Having a father, mother, or caregiver residing in particularly difficult villages, communes with exceptionally difficult socio-economic conditions, or particularly difficult coastal and island areas as defined by the Prime Minister of the Government of Vietnam.
- Not having a source of support as stipulated in Clause 1, Article 5 of Decree 136/2013/ND-CP.
- Being a member of a household classified as poor or near-poor as defined by the Prime Minister of the Government of Vietnam.
- Being a child of martyrs, Heroes of the People's Armed Forces, war invalids, persons entitled to policies equivalent to war invalids, sick soldiers; children of other policy subjects as stipulated in the Ordinance on Preferential Treatment of People with Meritorious Service to the Revolution (if any).
- Children with disabilities who are integrated into regular education.

What is the allowancer rate for preschool children of workers in industrial zones in Vietnam?

Preschool children attending non-public, private preschools that have been licensed by competent authorities and having a father, mother, or caregiver who is a worker, employee working in industrial zones under a labor contract as stipulated.

Preschool children under the criteria stipulated in Clause 1 of this Article are provided a minimum support of 160,000 VND/child/month. The support duration is calculated based on the actual number of months of study, not exceeding 9 months/school year.

- Prioritizing central and local investment funds from programs and projects to build public preschools in communes with exceptionally difficult socio-economic conditions as stipulated by the Prime Minister of the Government of Vietnam, ensuring requirements to achieve 01 room/group/class by 2025 and meet the requirements for solidifying school facilities.
- Public preschools in communes with exceptionally difficult socio-economic conditions, particularly difficult coastal and island communes, disadvantaged communes as stipulated by the Prime Minister of the Government of Vietnam are supported by the state budget to organize meals for children as stipulated in Clause 3 of this Article.
3. Subsidy for Organizing Meals for Preschool Children
a) The subsidy for organizing meals for preschool children is calculated based on the number of children having day-boarding meals, at a minimum of 2,400,000 VND/month/45 children, with an excess of 20 children being entitled to an additional subsidy. Each preschool is entitled to no more than 05 times the above subsidy per month and no more than 9 months per school year.
b) Implementation method
Annually, along with the state budget estimating timeline, based on the current number of children, public preschools as stipulated in Clause 2 of this Article shall prepare estimates according to regulations and send them to the Department of Education and Training for aggregation and submission to the Financial Department for appraisal and to competent authorities for funding approval according to the provisions of the Law on State Budget.
