According to Article 1 of Decision 3881/QD-BVHTTDL in 2013, the Department of Families is an organization under the Ministry of Culture, Sports and Tourism, with the function of advising and assisting the Minister in implementing state management in the field of family; State management of public services in the family sector according to the provisions of law.
The duties and powers of the Department of Families under the Ministry of Culture, Sports and Tourism are specified in Article 2 of Decision 3881/QD-BVHTTDL of 2013, including:
- Submit to the Minister for promulgation or let the Minister submit to competent agencies for promulgation of legal documents within the scope of state management in the field of family.
- Submit to the Minister strategies, planning, long-term, five-year, annual development plans, action programs, and projects in the field of family.

- Advise and assist the Minister in directing the propaganda and dissemination of the Party's guidelines and the State's policies and laws on family; propagate and educate moral values, lifestyle, and family behavior; Prevent and combat domestic violence, and prevent social evils from entering the family.
- Build and guide the replication of happy family models, typical advanced models, and sustainable development; provide premarital counseling and education; provide knowledge and skills to build and organize family life; Preserving and promoting good traditional cultural values of the family and the lineage associated with building advanced family values in a developed society.
- Act as a focal point to coordinate with relevant agencies and units in advising and assisting the Minister on the protection and education of children, the care and promotion of the role of the elderly, and equality in the family.
- Coordinate with relevant agencies and units in inspecting and examining the organization and implementation of legal documents and tasks in the family sector according to the provisions of law.
- Coordinate with relevant agencies and units to submit to the Minister the negotiation, signing, approval, and implementation of international treaties on family; Organize and implement international cooperation programs and projects in the field of family according to the provisions of law.
- Advise and assist the Minister in providing guidance on conditions, orders, procedures, and authority to establish, reorganize, and dissolve public service units providing public services in the family sector.
- Advise and assist the Minister in state management of the activities of associations and non-governmental organizations in the family sector.
- Organize scientific research and a preliminary summary of practical experiences in the field of family.
- Implement administrative reform contents according to the Ministry's programs and plans; civil servant management; implement policies and regimes for officials and civil servants under the Department's management; Manage assigned assets according to the provisions of the law.
- Coordinate with relevant agencies and units in guiding and organizing training and fostering to improve the capacity of officials, civil servants, and public employees doing family work.
- Perform other tasks assigned by the Minister.
