To proactively respond to floods, ensuring the safety of human lives and property of the People and the State, the Prime Minister of the Government of Vietnam demands:
- Ministers of ministries, Chairpersons of People's Committees of provinces and cities, according to their assigned functions and duties, are to closely monitor, proactively direct, and deploy response measures to strong winds at sea, floods, inundation, soil erosion, flash floods, and tunnel floods in a prompt, effective manner, minimizing the impact on human lives and property, while swiftly addressing any aftermath when natural disasters or incidents occur.
- Chairpersons of People's Committees from Ha Tinh to Phu Yen provinces and cities are to focus on:
+ Mobilizing forces and means to reach severely flooded and isolated areas to promptly provide food, essentials, and supplies to the people, ensuring no one suffers from hunger.
+ Continuously reviewing, inspecting, promptly detecting, proactively warning, and organizing the evacuation of residents, especially the elderly, children, women, and vulnerable groups from deeply flooded areas, high-risk zones for landslides, flash floods, and tunnel floods.
+ Organizing forces to guard, control, and guide safe traffic through fords, deeply flooded areas, landslide areas, or those at risk of landslides; implementing measures to ensure the safety of reservoirs; preparing means and forces to assist people in evacuations, rescue, and relief operations when situations arise.
+ Timely organizing visits, consolations, and support for families affected by floods according to appropriate measures; mobilizing local forces to assist residents in repairing housing, cleaning the environment, and quickly restoring transportation routes, essential infrastructure, production, and business immediately after floods.
- The Ministry of Natural Resources and Environment is to continue directing the close monitoring of natural disasters, floods, forecasting, and promptly notifying authorities and the populace to proactively direct and implement response measures.
- The Ministry of Agriculture and Rural Development, Ministry of Industry and Trade, according to their assigned functions and duties, will coordinate with the Ministry of Natural Resources and Environment and localities to direct scientific and safe operations of irrigation and hydropower reservoirs, contributing to flood reduction for downstream areas, while paying attention to proactively storing sufficient water at the end of the flood season to serve production and daily life of the People.
- The Ministry of National Defense of Vietnam is to deploy drones to support localities in surveying critical areas to promptly detect cracks, and zones at risk of landslides and flash floods to issue early warnings and take preventive actions, ensuring safe relocation of residents; actively arranging forces and means in key areas with potential for severe flooding and isolation to be ready for evacuation, relocation, rescue, and relief when requested by localities.
- The Ministry of Public Security directs the deployment of forces to manage traffic lanes, ensuring safety and public order in areas affected by natural disasters; directs functional agencies and security forces at the grassroots level to be ready to assist people in responding to floods, performing rescue and relief operations.
