1. Tasks and powers of the Project Management Board for Investment and Construction in the Social Insurance in Vietnam

The tasks and powers of the Project Management Board for Investment and Construction in the Social Insurance  in Vietnam as stipulated in Article 2 of the Regulation issued with Decision 518/QD-BHXH in 2023 are as follows:

- Perform the responsibilities of the project owner, manage and implement basic construction projects and related projects as required, coordinate the management of investment project components assigned by the General Director, from project preparation, implementation, to completion and handover to the end-user.

- Execute the responsibilities of the project owner and directly manage and implement IT application projects and related projects assigned by the General Director in accordance with the law and the regulations of Vietnam Social Security.

- Carry out the roles of project owner or main contractor for contracting IT services, centralized procurement; deploy plans for contracting IT services, centralized, routine procurement, and other service contracts, and procurements assigned by the General Director in accordance with the law and Vietnam Social Security.

- Manage and utilize allocated capital sources: construction investment, IT application, centralized procurement, routine procurement, and other sources in compliance with legal standards.

- Oversee policies for information, statistics, reporting, correspondence, document management, storage as per regulations; administrative reform; emulation and commendations; apply the Quality Management System as per the national standard TCVN.

- Engage in scientific research; international cooperation; training, education, and professional workshops aligned with the unit's roles and tasks.

- Manage officials and public employees, contract workers, finance, assets, public property allocated; oversee activities generating revenue for the Project Management Board in compliance with the law and Vietnam Social Security.

- Execute additional tasks assigned by the General Director.

2. Staffing and number of personnel of the Project Management Board for Investment and Construction in the Social Insurance in Vietnam

The staffing and number of personnel of the Project Management Board for Investment and Construction in the Social Insurance in Vietnam as stipulated in Article 4 of the Regulation issued with Decision 518/QD-BHXH in 2023 are as follows:

- The organizational staffing framework of the Project Management Board, assigned by the General Director, falls within the overall staffing of the Sector, including positions such as Director, Deputy Director, Head of Division, Deputy Head of Division, Chief Accountant, and public employees responsible for professional duties approved by the General Director as per the Job Position Scheme. Public employees of the Project Management Board are recruited according to current regulations and work according to the working regulations of the Vietnam Social Security and the Project Management Board.

- The Director of the Project Management Board is responsible for building, amending, and supplementing the Job Position Scheme to establish the basis for determining the appropriate number of employees according to the demand and assigned tasks for submitting to the General Director for approval.

- Based on the needs, assigned tasks, and financial resources of the Project Management Board, the Director constructs a plan for using contract labor for submission to the General Director for approval and executes the signing of indefinite, fixed-term labor contracts with workers whose expertise matches the job requirements, or contracts for hiring experts to support project execution in compliance with regulations after receiving approval from the General Director.
