Regarding this issue, LawNet would like to answer as follows:
The transfer of union activities must comply with the principles specified in point dd, section 3.3, clause 3 of Instruction 16 HD/TWDTN-BTC 2018, specifically as follows:
+ When union members change their place of residence, work, or study unit, they must change union activities.
+ Union branches, grassroots unions, and grassroots union branches are responsible for transferring Union activities to union members
The process of transferring union activities is prescribed as follows:
+ When members change union activities, they must request the union branch executive committee (or grassroots union branch) where they are currently living to be transferred to activities.
+ Responsibilities of the branch executive committee:
Review union members in the union membership book and collect union fees until the time of moving union activities (In case union members participate in activities at a grassroots union branch, the executive committee of the grassroots union branch will comment, collect union fees and directly carry out procedures for transferring union activities to union members).
Introduce union members to the grassroots union to continue the procedures for transferring union activities. Receiving union members introduced by the grassroots union or grassroots union branch to activities.
+ Responsibilities of grassroots unions and grassroots union branches:
In case union members move to live in the same grassroots union, the grassroots union executive committee will introduce union members to activities at the new union branch.
In case union members move their activities to another grassroots union, the grassroots union executive committee will introduce them to the new grassroots union executive committee.
When receiving referrals from union members from other places, the grassroots union executive committee introduces union members to activities at affiliated union branches.

+ Union members are demobilized soldiers, switching majors, students, or graduates of schools who are waiting to change to a new field of work, study, or labor if the waiting time is 3 months or more. activities must be transferred to the union facility where union members reside.
+ Temporary change to union activities:
Union members go to study, work, and union members who are students during summer vacation, internships, or field work for a period of no more than 03 months, then temporarily move the union activities to the union facility where they study, work, or a new place of residence. The grassroots union (grassroots union branch) is responsible for carrying out procedures to introduce and receive union members to temporarily join the union.
Temporary transfer of union activities can be done with a union membership card or temporary union activity transfer paper according to the form prescribed by the Central Youth Union Secretariat.
During the temporary living period, union members carry out duties and powers as prescribed in Articles 2 and 3 of the Charter of the Ho Chi Minh Communist Youth Union, except for the right to nominate, nominate, and elect the leadership of the Union where they are temporarily living.
+ Union members moving to places where there is no Union organization must still go through the procedures for transferring union activities as prescribed. When arriving at a new place, present documents and report to the Party organization. When transferring work to another place, request the Party organization to comment on the pros and cons and introduce the grassroots union executive committee where the union members are received. In the event that the place where a union member works, studies, or works does not have a Party or Union organization, the union member must participate in Union activities at the place of residence.
+ In the event that union membership records are lost, the procedure for transferring union activities must include a report and confirmation from the union facility where you are moving, and the records can be redone at the place of transfer.
In case you still have your membership card or documents confirming your membership, ensuring the provisions of the Charter of the Ho Chi Minh Communist Youth Union, then renew your membership book at the place of transfer (according to Section 3.3, Article 4, Clause 5, point d of Instruction 16 HD/TWDTN-BTC 2018).
In other cases, foster and consider admitting union members as per Article 1 of the Charter of the Ho Chi Minh Communist Youth Union.
