Personnel of the Center for Training Support and Manpower Supply under the Ministry of Education and Training are specified in the Regulations on organization and operation of the Center for Training Support and Manpower Supply under the Ministry of Education and Training issued together with Article 6 of Decision 1244/QD-BGDDT in 2018 as follows:
- Center leaders:
The Center's Board of Directors has a Director and no more than 03 Deputy Directors.
- Center Director:
The Center Director is the head of the Center, responsible to the Minister for managing and operating the Center's activities according to assigned functions, tasks and powers; perform other tasks as prescribed by law. The Center Director is appointed and dismissed by the Minister at the request of the Director of the Department of Personnel and Organization.
- Deputy Directors:
Each Deputy Director is assigned by the Director to be in charge of an area of work and is responsible to the Director for the progress and results of implementing assigned tasks; timely report and agree with the Director on important and complicated issues before making decisions. Each Deputy Director is assigned to be in charge of one to two units within the Center to direct the implementation of tasks in their field of responsibility. The Center's Deputy Director is appointed and dismissed by the Minister at the request of the Director of the Department of Personnel and Organization and the Center Director.
- Chief Accountant of the Center:
The Center's Chief Accountant is appointed and dismissed by the Minister of Education and Training at the request of the Center Director and Director of the Department of Personnel and Organization; perform duties according to the provisions of law.
- Heads and deputy heads of affiliated units:
Heads and deputy heads of units under the Center are appointed and dismissed by the Center Director according to the provisions of the law. The number of deputies in each unit must not exceed 02 people.
- Number of people working:
The number of people working at the Center is determined on the basis of the job position project and the structure of employees by professional title, as proposed by the Center Director and submitted to the Minister of Education and Training for consideration and decision.
* Revenues:
- Revenue from public service activities;
- Fee revenue sources according to the law on fees and charges are left for expenditure according to regulations (the remaining part is for regular operations and expenses for purchasing and major repairs of equipment and assets to serve fee collection work);
- State budget sources support unstructured costs in public service prices and fees;
- Other sources of revenue as prescribed by law;
- The state budget provides funding to carry out irregular tasks stipulated in Point d, Clause 1, Article 12 of Decree 16/2015/ND-CP dated February 14, 2015 of the Government regulating the autonomy mechanism of public service units.
- Sources of aid and sponsorship according to the provisions of the law.
* Use of financial resources:
- Frequent expenditure: The Center is allowed to proactively use the financial resources assigned to it autonomously as prescribed in Points a, Point b (The part left for regular operating expenses), Point c and Point d, Clause 1, Article 8 of the Regulations on organization and operations of the Center for Training Support and Human Resources Supply under the Ministry of Education and Training issued with Decision 1244/QD-BGDDT in 2018 for regular expenses. Some expenses are specified as follows:
Salary payment: The Center pays salaries according to salary, grade, position, and allowances prescribed by the State for public service units. When the State adjusts wages, the Center itself ensures increased wages from prescribed sources; In cases of shortage, the state budget provides additional funding;
Expenses for professional activities and management: Based on assigned tasks and financial resources, the Center can decide on the level of expenditure for professional activities and management, but it must not exceed the expenditure level prescribed by a competent state agency.
- Spending on irregular tasks: The spending unit follows the provisions of the Law on State Budget and current law for each funding source specified in Point b (The remaining part is for purchasing and major repairs of equipment and assets serving toll collection work), Point dd, and Point e Clause 1 Article 8 Regulations on organization and operation of the Center for Training Support and Human Resources Supply under the Ministry of Education and Training issued together with Decision 1244/QD-BGDDT in 2018.
* Distribution of financial results during the year:
- Every year, after fully accounting for expenses, paying taxes and other state budget payments according to regulations, if the difference in revenue is greater than regular operating expenses, the Center will be used according to current regulations.
- The specific deduction level of funds is as prescribed in Point a of this Clause and the use of funds is decided by the head of the unit according to internal and public target regulations in the Center. Expenditure content from funds shall comply with the provisions of Point b, Clause 3, Article 12 of Decree 16/2015/ND-CP regulating the autonomy mechanism of public service units.
