1. What is the Central Propaganda Department?

According to Article 1 of Decision 88-QD/TW in 2022, the Central Propaganda Department is the advisory and assisting agency of the Party Central Committee, directly and regularly the Politburo and the Secretariat in the Party building work in terms of politics, ideology and morality;

Regarding the Party's policies and guidelines in the following areas: Propaganda, political theory, protection of the Party's ideological foundation, Party history, press, publication, culture, art, and foreign information, science, technology, environment, education, training, vocational training, health, physical training, sports, population, family, children... (hereinafter referred to as the field of propaganda) ;

At the same time, it is a professional agency for propaganda work of the Party.

2. Organizational apparatus of the Central Propaganda Department in Vietnam

The organizational apparatus of the Central Propaganda Department according to Article 3 of Decision 88-QD/TW in 2022 is as follows:

* Head of the Department:

The Central Propaganda Department has a Head and Deputy Heads (including a number of part-time Deputy Heads).

- Electronic Newspaper of the Communist Party of Vietnam.

** Units directly managed by the Politburo and Secretariat:

- Scientific Council of Central Party Organs.

* Regarding staffing:

The Politburo decides the staffing of the Central Propaganda Department on the basis of the functions, tasks and organizational structure of the Central Propaganda Department.

In addition to the prescribed number of staff, the Central Propaganda Department is allowed to use the regime of experts, seconded officers, and collaborators to serve its work.

3. Tasks and powers of the Central Propaganda Department in Vietnam

Tasks and powers of the Central Propaganda Department in Vietnam according to Article 2 of Decision 88-QD/TW in 2022 are as follows:

* Regarding research and consultation:

- To assume the prime responsibility for, study, and advise on the Party's guidelines, lines, tasks, and solutions in the field of propaganda and to participate in the preparation of the draft resolution of the Party Congress.

- To assume the prime responsibility for, and coordinate with, the Party Central Committee, the Politburo, and the Secretariat in formulating resolutions, directives, and conclusions; to concretize the Party's platform, resolutions, directives, and conclusions; to research, develop political theory, summarize practice, and conduct research projects in the field of propaganda.

To consult with state agencies in the institutionalization and implementation of the Party's resolutions, directives, and conclusions in the field of propaganda.

- To study the ideological situation in the Party and society, proposing directions, tasks, contents, and solutions to building and rectifying the party and the political system in terms of politics, ideology, and morality.

- To advise on propaganda, education, studying, and following Ho Chi Minh's thought, morality, and style; propaganda and education to raise awareness about learning and research on the meaning of the role, importance, and necessity of studying, researching, creatively applying, and developing Marxism - Leninism and Ho Chi Minh's thought.

- To assume the prime responsibility for, and coordinate in, the research and analysis of conspiracies, tricks, and false and hostile views and ideas against the Party, state, and regime;

To timely propose countermeasures, measures and direct the struggle to protect the ideological foundation of the Party, refute false and hostile views; struggle with the manifestations of degradation in political ideology, morality, lifestyle, and internal "self-evolution" and "self-transformation" expressions.

To assume the prime responsibility for, and coordinate in, unifying the content of the struggle against false and hostile arguments in the fields of political theory, ideology - culture, and literature - art.

* Guiding, checking, monitoring:

- To coordinate with the Central Inspection Committee to advise and assist the Politburo and the Secretariat in developing programs and plans for inspection and supervision in the field of propaganda.

- To assume the prime responsibility for, and coordinate with, guide, inspect, and supervise the organization of learning, and thoroughly grasp the Party's resolutions, directives, conclusions, decisions, and regulations; the organization and implementation of propaganda work for the provincial Party Committees, city committees, party committees, party cadres committees, party unions, and party committees directly under the central government.

- To direct and orient politically and ideologically in the political theory training program; assume the prime responsibility for, and coordinate with relevant agencies in, appraising the content of elementary, intermediate, and advanced political theory training programs; and inspecting and supervising the implementation.

- To direct, guide, inspect, and supervise the content of training and fostering political theory for cadres, party members, and the masses outside of the political school system (Central and provincial and municipal Party Committees); to examine politics and ideology in teaching political theory, social sciences - humanities in the national education system.

- To direct, orient, guide, examine, and supervise political and ideological activities in the activities of the press, publishing, cultural and artistic agencies, information and propaganda agencies, literary and artistic associations, journalists' associations, publishing associations, and unions of scientific and technical associations at the central and local levels.

To assume the prime responsibility for, coordinate with, or direct, guide the propaganda and propaganda department of the provincial Party Committee and Party Committee (when necessary) to examine political views, ideas, scientific research works,
literary, artistic, journalistic, published,...;

Ideological orientation, guidance, inspection, and supervision of propaganda content and professional training for reporters, propagandists, and the system of social opinion collaborators from the central to grassroots levels.

- To direct the system of press agencies, publishing, culture, art, science, and a team of reporters and propagandists from central to local levels to propagate Marxism-Leninism, study, and follow Ho Chi Minh's ideology, morality, and style.

- To direct, coordinate, and guide the celebration of major holidays and important historical events of the Party and the country; international holidays; 100 years, over 100 years of birth; comrades, former key leaders of the Party and State, and typical senior leaders; anniversaries of round and even years of provinces, cities, departments, ministries, branches, and mass organizations directly under the Central Government.

- To assume the prime responsibility for, and coordinate with the Ho Chi Minh National Academy of Politics, the Party Personnel Committee of the Ministry of Education and Training, and related agencies in ideological orientation,
propaganda and education on the history of the party and the nation; periodically report on performance.

- To organize the compilation, coordination, and release of internal documents serving the learning of Dang's resolutions, directives, conclusions, decisions, and regulations, and materials on disseminating knowledge about political theory education. ...

* Expertise:

- To coordinate in appraising and assessing the impact on political ideology and propaganda of programs, projects, and proposals to submit to the Politburo and the Secretariat on socio-economic issues that are complex and sensitive, and the people are concerned at the request of the competent authority.

* Participating in and coordinating the construction of the organizational apparatus and staff engaged in propaganda work:

- To coordinate with the Central Organization Department in guiding the functions, tasks, organizational structure, and staffing of propaganda boards at all levels.

- To participate with the provincial, municipal, and central party committees on the direction of Party building work in the field of propaganda on organizational structure, planning, training, fostering, employing, promoting, appointing, rotating, rewarding, dismissing, and disciplining cadres in the field of propaganda according to management decentralization .

- To participate in the appraisal of ideological, political, and ethical personnel for officials in the field of propaganda under the management of the Politburo and the Secretariat when required.

- To research and participate in training and fostering skills and professionalism for forces engaged in propaganda work at all levels, branches, and mass organizations.

- To coordinate and consult with the Central Organization Committee and relevant agencies in the organization and staff of press, publishing, culture, and art agencies, information and propaganda agencies, literary and artistic associations, journalists' associations, publishing associations, unions of scientific and technical associations, and central agencies in the field of propaganda.

- To assume the prime responsibility for, and coordinate with state management agencies in charge of press, publication, appraisal, examination, and supervision of the appointment, dismissal, commendation, and discipline of leading cadres; the licensing and establishment of press, publishing, cultural, and artistic agencies in accordance with regulations of the Party and State.

* Information on foreign affairs and international cooperation:

- To coordinate with the Steering Committee for External Information Work to direct, guide, inspect, and supervise the work of external information and propaganda.

- To coordinate with relevant agencies in directing and orienting propaganda on sea, island, border, territory, and human rights work.

- To coordinat with relevant agencies to develop a propaganda project and direct and orient the propaganda of external activities of the Party and State leaders.

- To coordinate with the Central Committee for Foreign Affairs to carry out international cooperation in the field of propaganda for political parties and organizations around the world.

* To perform a number of tasks assigned by the Politburo and the Secretariat:

- To assume the prime responsibility for, and coordinate in, proposing policies and ideological and political orientations in theoretical research and political education, education on traditional history, and revolutionary ethics.

- To direct educational content of Marxism - Leninism theory and Ho Chi Minh's thought in the national education system, political school system, school system of branches, mass organizations, and district-level political centers .

- To monitor and direct associations assigned by the Party and State at the central level in the field of propaganda.

- To research and participate in the development of guidelines and policies for intellectuals, writers, and artists.

- To orient the planning, directing, and management of ministerial-level scientific research projects of the Central Party Committees.

- Coordinating with central departments, ministries, and branches in law enforcement, implementing socio-economic development plans, and dealing with complex and sensitive issues of concern to the People.

- To stand and participate in a number of Central Steering Committees assigned by the Politburo and the Secretariat.

- To perform other tasks assigned by the Politburo and the Secretariat.
