This is the content mentioned in the Circular 28/2023/TT-BYT dated December 29, 2023 on the scope of medical examination and treatment activities and the professional content of the training program for medical staff working at health agencies, units, and organizations without establishing medical examination and treatment facilities, issued by the Minister of Health.
The scope of medical examination, treatment, and professional content and tasks of the healthcare worker training program working in healthcare agencies, units, and organizations that do not establish medical examination and treatment facilities are as follows:
- Healthcare workers working in healthcare agencies, units, and organizations are regulated under points a, b, and d, clause 1, Article 2 of Circular 28/2023/TT-BYT:
+ In cases where healthcare workers do not have medical or doctorate degrees and have completed the training program according to the professional content and tasks specified in clause 3 of Article 3 of Circular 28/2023/TT-BYT, they are allowed to conduct medical examinations and treatments within the scope of activities as follows:
++ The list specified in Appendix I issued with Circular 28/2023/TT-BYT;
++ Recommendations by authorized medical practitioners: injections, sample collection for testing (blood, urine, secretions).
+ In cases where healthcare workers have medical or doctorate degrees and have completed the training program according to the professional content and tasks specified in clause 3 of Article 3 of Circular 28/2023/TT-BYT, in addition to the scope of medical examination and treatment specified in clause 1 of Article 3 of Circular 28/2023/TT-BYT, they can also conduct early detection, initial treatment, and provide necessary advice to patients to seek medical care in cases of diseases specified in Appendix II issued with Circular 28/2023/TT-BYT.
- Healthcare workers working in educational institutions specified in point c, clause 1, Article 2 of Circular 28/2023/TT-BYT:
+ In cases where healthcare workers do not have medical or doctorate degrees and have completed the training program according to the professional content and tasks specified in clause 3 of this Article, they are allowed to conduct medical examinations and treatments within the scope of activities specified in Appendix I issued with Circular 28/2023/TT-BYT.
+ In cases where healthcare workers have medical or doctorate degrees and have completed the training program according to the professional content and tasks specified in clause 3, Article 4 of Circular 28/2023/TT-BYT, in addition to the scope of medical examination and treatment specified in clause 1, Article 4 of Circular 28/2023/TT-BYT, they can also conduct early detection, initial treatment, and provide necessary advice to patients to seek medical care in cases of diseases specified in Appendix III issued with Circular 28/2023/TT-BYT

Healthcare workers working in educational institutions continue to perform the relevant tasks related to medical examination and treatment as specified in Joint Circular 13/2016/TTLT-BYT-BGDDT, Circular 33/2021/TT-BYT, and must complete training on medical examination and treatment according to the provisions of Circular 28/2023/TT-BYT before December 31, 2025.
