On June 8, 2024, the National Assembly passed Resolution 129/2024/QH15 on the 2025's Program on Formulation of Laws and Ordinances, amending the 2024's Program on Formulation of Laws and Ordinances in Vietnam

2025's Program on Formulation of Laws and Ordinances in Vietnam

According to the resolution, the program for drafting laws and regulations in 2025 is outlined as follows:

(1) 9th session (May 2025):

- Submitting to the National Assembly for approval 12 laws and 01 resolution:

1. Law on transgender;

2. Law on Digital Technology Industry;

3. Law on Electricity (amended);

4. Law on Chemical (amended);

5. Law on Teacher;

6. Law on management and investment of state capital in enterprises

7. Law on Excise Tax (amended);

8. Law on Corporate Income Tax (amended);

9. Law on Employment (amended);

10. Law amending and supplementing some provisions of the Law on the Operation of the National Assembly and People's Councils;

11. Law amending some provisions of the Law on Advertising;

12. Law amending some provisions of the Law on Standards and Technical Regulations;

13. National Assembly resolution on the program for drafting laws and regulations in 2026, amending the program for drafting laws and regulations in 2025.

- Seeking opinions from the National Assembly on 10 bills:

1. Law on Water Supply and Drainage;

2. Law on Transfer of Persons Serving Sentences;

3. Law on Escort ;

4. Law on Railway Transport (amended);

5. Law on  Urban Development Management;

6. Law on Participation in United Nations Peacekeeping Forces;

7. Law on Execution of Civil Judgment (amended);

8. Law on Legal Aid in Civil Matter;

9. Law on Legal Aid in Criminal Matters;

10. Law amending some provisions of the Law on product and goods quality.

(2) 10th session (October 2025):

- Submitting to the National Assembly for approval 10 laws:

1. Law on Water Supply and Drainage;

2. Law on Transfer of Persons Serving Sentences;

3. Law on Escort ;

4. Law on Railway Transport (amended);

5. Law on  Urban Development Management;

6. Law on Participation in United Nations Peacekeeping Forces;

7. Law on Execution of Civil Judgment (amended);

8. Law on Legal Aid in Civil Matter;

9. Law on Legal Aid in Criminal Matters;

10. Law amending some provisions of the Law on product and goods quality.

- The Standing Committee of the National Assembly, in coordination with the Government and relevant agencies, shall consider and decide to supplement, within their jurisdiction, the draft laws submitted to the National Assembly for opinions.

Procedures for considering and approving the preliminary law/ordinance formulation program in Vietnam

Article 49 of the Law on Promulgation of Legislative Documents 2015 (amended in 2020) stipulates the procedures for considering and approving the preliminary law/ordinance formulation program in Vietnam as follows:

(1) The National Assembly shall consider approving the preliminary law/ordinance formulation program in the following order:

- Representatives of Standing Committee of the National Assembly present the description of the preliminary law/ordinance formulation program;

- The National Assembly discusses the preliminary law/ordinance formulation program at the general meeting. Before being discussed at the general meeting, the preliminary law/ordinance formulation program may be discussed by groups of deputies of the National Assembly.

- After the preliminary draft law/ordinance formulation program is discussed by the National Assembly, Standing Committee of the National Assembly shall request Legal Committee to take charge and cooperate with representatives of the Government and relevant organizations in revising the draft resolution of the National Assembly about law/ordinance formulation program and make a feedback and revision report;

- Standing Committee of the National Assembly submits a report on revisions to resolution of the National Assembly on law/ordinance formulation program to the National Assembly;

- The National Assembly casts votes on a resolution of the National Assembly on law/ordinance formulation program.

(2) The resolution on law/ordinance formulation program must specify the name of the law/ordinance project and intended time for submitting it to Standing Committee of the National Assembly for consideration and approval.
