Assignment of tasks for Deputy Prime Ministers of Vietnam

1. Tasks of Deputy Prime Minister Le Minh Khai

- Monitor and direct the following areas of work:

+ As specified in point a, paragraph 3, Article 2 of Decision 1460/QD-TTg in 2021 on the assignment of tasks for the Prime Minister and Deputy Prime Ministers of Vietnam.

+ Trade - import and export; reserves and supply of petroleum; logistics services.

+ General mechanisms and policies for managing state assets (handling work related to the management of state assets in specialized fields assigned to Deputy Prime Ministers for guidance).

+ Approve investment policies for projects under the assigned jurisdiction.

- Monitor and direct: Ministry of Planning and Investment, Ministry of Finance, State Bank of Vietnam, Government Inspectorate, Government Office, State Capital Management Committee in Enterprises, Vietnam Social Security, National Financial Supervisory Commission, Vietnam Development Bank, Social Policy Bank, Deposit Insurance of Vietnam.

- Chair the Councils, National Committees, and Heads of Steering Committees as specified in point c, paragraph 3, Article 2 of Decision 1460/QD-TTg. Chair the Council for Appraisal of Planning in related fields.

- Other tasks assigned or delegated by the Prime Minister of Vietnam.

2. Tasks of Deputy Prime Minister Tran Hong Ha

- Monitor and direct the following areas of work:

+ Industry.

+ Construction.

+ Transportation.

+ Natural resources and environment.

+ National master planning, regional planning, and provincial planning.

+ Energy security, energy conservation, and efficiency.

+ Climate change response strategy.

+ Economic zones, industrial parks, export processing zones.

+ National key projects, basic construction investment projects under the assigned jurisdiction.

+ General mechanisms and policies for bidding (handling work related to bidding in specialized fields assigned to Deputy Prime Ministers for guidance).

+ Approve investment policies for projects under the assigned jurisdiction.

- Monitor and direct: Ministry of Industry and Trade, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Construction, Vietnam Academy of Social Sciences, Hanoi National University, Ho Chi Minh City National University.

- Chair the National Planning Council; Chair the National Council on Water Resources; Chair the Vietnam Subcommittee in the Vietnam-Russia Inter-Governmental Committee; Head of the State Steering Committee for important national programs, projects, and energy sector priorities; Head of the Central Steering Committee on housing policies and real estate market; Head of the National Steering Committee on green growth; Chair the Vietnam Mekong River Commission; Chair the Councils, National Committees, Heads of Steering Committees as specified in related fields.

- Other tasks assigned or delegated by the Prime Minister.

3. The tasks of Deputy Prime Minister Tran Luu Quang

- Monitor and direct the following areas of work:

+ Diplomacy and international relations.

+ Support for official development assistance (ODA) and mobilization of preferential loans; foreign non-governmental aid, foreign non-governmental organizations.

+ International integration; monitor and direct bilateral and multilateral international negotiations and commitments; ASEAN single window mechanism, national single window mechanism, and trade facilitation.

+ Foreign direct investment (FDI), Vietnamese investment abroad.

+ Vietnam's relations with international and regional organizations; border affairs and issues related to the East Sea - islands.

+ Vietnamese nationals abroad and issues concerning foreigners in Vietnam. Human rights issues.

+ Ethnic and religious affairs; poverty reduction; regular issues on emulation and commendation.

+ Ensuring order and traffic safety.

+ Crime prevention; prevention of smuggling and commercial fraud.

+ Agriculture and rural development.

+ Flood and storm prevention; search and rescue.

+ Science and technology.

+ Information and communication.

+ Approval of investment policies for projects under delegated authority in assigned areas.

- Monitor and direct: Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Agriculture and Rural Development, Ministry of Science and Technology, Ministry of Information and Communications, Ethnic Affairs Committee, Vietnam Academy of Science and Technology.

- Perform tasks: Chairman of the Vietnam-China Joint Cooperation Committee; In charge of the Vietnam-Laos Inter-Governmental Committee; Chairman of the National Steering Committee on ASEAN Single Window Mechanism, National Single Window Mechanism, and Trade Facilitation; Head of the State Steering Committee for Border Marker Planting on Land; Head of the National Steering Committee for Crime Prevention; Head of the National Steering Committee for Anti-Smuggling, Commercial Fraud and Counterfeit Goods; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Head of the Human Rights Steering Committee; Head of the Central Steering Committee for the implementation of three National Target Programs: building new rural areas in the period of 2021-2025, sustainable poverty reduction in the period of 2021-2025, socio-economic development of ethnic minority and mountainous areas in the period of 2021-2030; Head of the Central Steering Committee for Natural Disaster Prevention; Chairman of National Councils, Committees, Heads of Steering Committees, Chairman of Planning Appraisal Councils in related fields.

- Other tasks as assigned by the Prime Minister.

4. The tasks of Deputy Prime Minister Le Thanh Long

- Monitor and direct the following areas of work:

+ Institutional building, building a socialist rule-of-law state; judicial reform.

+ Settlement of international disputes and lawsuits.

+ Special tasks.

+ Coordination between the Government and the Supreme People's Court and the Supreme People's Procuracy.

+ Education, training, and vocational training.

+ Labor, employment, and social issues.

+ Culture; tourism; physical education; and sports.

+ Health, population, family, and children.

+ Approval of investment policies for projects under delegated authority in assigned areas.

- Monitor and direct: Ministry of Justice, Ministry of Education and Training, Ministry of Labor - Invalids and Social Affairs, Ministry of Culture, Sports, and Tourism, Ministry of Health.

- Hold the position of Minister of Justice until the competent level completes the appointment of the Minister of Justice for the term 2021-2026 as prescribed.

- Perform tasks: Chairman of the National Council for Education and Human Resource Development; Chairman of the Central Military - Security Education Council; Chairman of the National Committee for HIV/AIDS Prevention and Control, Drug Prevention and Control, Prostitution Prevention and Control; Chairman of the National Committee for Sustainable Development and Enhancing Competitiveness; Head of the State Steering Committee for Tourism; Head of the Central Inter-Agency Steering Committee for Food Safety and Hygiene; Chairman of National Councils, Committees, Heads of Steering Committees, Chairman of Planning Appraisal Councils in related fields.

- Other tasks as assigned by the Prime Minister.
