Resolution No. 129/2024/QH15 is approved by the 15th National Assembly of Vietnam in the 7th meeting on June 8, 2024.
According to the Resolution, the Law and Ordinance Development Program in 2024 is as follows:
*In the 9th meeting (May 2024):
- The following 12 laws and 1 resolution shall be presented to the National Assembly of Vietnam for approval:
+ Law on Gender Reassignment;
+ Law on Digital Technology Industry;
+ Law on Electricity (amended);
+ Law on Chemicals (amended);
+ Law on Teachers;
+ Law on State Budget Management and Investment at Enterprises;
+ Law on Special Excise Duty (amended);
+ Law on Corporate Income Tax (amended);
+ Law on Employment (amended);
+ Law on amendments to the Law on Supervision of the National Assembly of Vietnam and the People’s Council;
+ Law on amendments to the Law on Advertising;
+ Law on amendments to the Law on Technical Standards and Technical Regulations;
+ Resolution of the National Assembly of Vietnam on the Law and Ordinance Development Program in 2026 and adjustments to the Law and Ordinance Development Program in 2025.
- The following 10 Bills shall be presented to the National Assembly of Vietnam for feedback:

This is a content of Decree No. 64/2024/ND-CP dated June 17, 2024 on deferral periods for value-added tax, corporate income tax, personal income tax, and land levies in 2024 promulgated by the Government of Vietnam.
According to the Decree, deferral shall apply to 50% of land levies payable in 2024 (in the 2nd period of 2024) by enterprises, organizations, households, and individuals prescribed in Article 3 of Decree No. 64/2024/ND-CP with land leased directly by the State under specific decisions or contracts of competent state authorities subject to annual payment. The deferral period shall be 2 months from October 31, 2024.
This regulation applies to the case where enterprises, organizations, households, and individuals are subject to many decisions or contracts on the direct lease of land from the State and have many different business and production activities in fields and sectors prescribed in Clauses 1, 2, and 3 Article 3 of Decree No. 64/2024/ND-CP.
In case enterprises, organizations, household businesses, and individual businesses involve in production and business activities in different economic sectors, which contain the sectors or fields prescribed in Clauses 1, 2, and 3 Article 3 of Decree No. 64/2024/ND-CP, all of their value-added tax and corporate income tax payable by enterprises and organizations shall be deferred; all value-added tax and personal income tax payable by household businesses and individual businesses shall be deferred according to the guidelines of Decree No. 64/2024/ND-CP.

On June 20, 2024, the Government of Vietnam promulgated Decision No. 07/2024/QD-TTg on the list of products, goods, and services subject to registration of standard form contracts and general trading conditions.
Specifically, the list of products, goods, and services subject to registration of standard form contracts and general trading conditions enclosed with Decision No. 07/2024/QD-TTg is as follows:
- Power supply for domestic activities
- Domestic water supply
- Paid television
- Terrestrial mobile telecommunications services (voice service, texting service, and Internet access service)
- Terrestrial fixed telecommunications services (voice service, texting service, and Internet access service)
- Air passenger transport
- Railway passenger transport
- Apartment trading

This is a content of Circular No. 17/2024/TT-BCA dated May 15, 2024 on guidelines on the Law on Identification 2023 promulgated by the Minister of Public Security of Vietnam
According to the Circular, forms of electronic identification are as follows:
- Electronic identification shall be displayed in the form of images of valid identity cards or citizen ID cards; other information stored and integrated into electronic identification shall be displayed in the form of characters. Identity management authorities of the Ministry of Public Security of Vietnam shall create separate symbols for electronic identification for verification to ensure accuracy and integrity according to the law on electronic transactions.
- Electronic identification may be accessed and used through electronic identification accounts on the national identification application and is adequately and promptly updated with information concerning the issuance, management, and integration of information on identity cards.
