Regarding this issue, LawNet would like to answer as follows:

On February 26, 2024, the Minister of Health issued Decision 425/QD-BYT approving the Plan to implement natural disaster management and control and search and rescue for 2024 of the Ministry of Health.

Plan to implement natural disaster management and control and search and rescue for 2024 of the Ministry of Health

Specifically, the Ministry of Health's Plan for implementing natural disaster management and control and search and rescue for 2024 will include the following implementation contents:

(1) Strengthening the capacity of the organizational system of the Steering Committee for natural disaster management and control and search and rescue

- Strengthen the Steering Committee and Standing Office of the Steering Committee for Civil Defense - natural disaster management and Control and Search and Rescue of the Ministry of Health, units under the Ministry of Health, and Departments of Health of provinces/cities

- Establish mobile teams for natural disaster management, search and rescue, and disease prevention.

(2) Organizing training and improve the quality of human resources for natural disaster management

- Organize training, coaching, and exercises for military and civilian medical officers participating in responding to natural disasters, disasters, and search and rescue

- Complete documents for building an emergency medical support team (EMT) to submit to the Ministry of Health for approval

- Organize training for emergency medical support teams (EMT)

(3) Ensuring logistics for natural disaster management and search and rescue

- Summarize the proposals for vehicle plates and priority flags "Dike Protection Vehicles" and "Search and Rescue Vehicles" in 2024 for vehicles belonging to the natural disaster management and search and rescue system under the Ministry of Health

- Research the list of medicines and medical equipment for natural disaster management and search and rescue

- Organize procurement and receipt of additional goods for natural disaster management and control.

(4) Propaganda and awareness raising work

- Organize communication on natural disaster management and control and search and rescue in the health sector at the central level and in localities.

- Organize research and thoroughly grasp the guiding documents of the Party, Government, and National Steering Committee on natural disaster management, the National Civil Defense Steering Committee, the National Committee for Incident and Disaster Response, and Search and Rescue for works of natural disaster management and search and rescue.

(5) Assigning natural disaster management duty

- Organize standing teams ready to respond to natural disasters and search and rescue at Hospitals and Institutes under the Ministry; natural disaster management and control and search and rescue systems under the Ministry of Health, ready to support localities in responding to natural disasters and disasters

- The Steering Committee for natural disaster management and Control and Search and Rescue organizes prevention duties according to the guidance of the National Steering Committee for natural disaster management and Control, the National Committee for Incident and Disaster Response and Search and Rescue; including: direct leadership, office duty, and standing teams.

(6) International cooperation

- Promote international cooperation, mobilize domestic and foreign organizations to support training and research, and sponsor natural disaster management and search and rescue work.

- Attend conferences and seminars (in person or online) on natural disaster management and search and rescue.

- Participate in activities of the Project to improve the capacity of ASEAN countries on health management in disasters phase 2 (Project ARCH2).

(7) Inspection and supervision

- Inspect and supervise the preparation to respond to and overcome the consequences of natural disasters in localities and units under the Ministry.

- Organize an interdisciplinary inspection team to inspect localities on natural disaster management as assigned by the National Steering Committee for natural disaster management; participate in other inspection teams when required. Summarize reports of inspection results according to regulations.
