Regarding this issue, LawNet would like to answer as follows:
According to Clause 1, Article 6 of Decree 115/2020/ND-CP, the subjects and priority points in the entrance exam or recruitment examination for public employees are as follows:
- Heroes of the Armed Forces, Heroes of Labor, War Invalids, and beneficiaries of policies such as Class B War Invalids and War invalids: 7.5 points will be added to the second round score;
- Ethnic minority people, military officers, police officers, professional servicemen, people doing cipher work, changing branches, graduates of reserve officer training, or commanders of commune-level military commands of grassroots military branches shall be conferred the rank of reserve officer;
Children of martyrs, children of war invalids, children of sick soldiers, children of people entitled to policies like war invalids, children of class B war invalids, biological children of resistance activists infected with toxic chemicals, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the results of round 2;
- Those who have completed their military service, the obligation to join the People's Police, and volunteer youth members: 2.5 points will be added to the second round score.
At the same time, according to Clause 2, Article 6 of Decree 115/2020/ND-CP, in case the candidate for the entrance exam or for admission belongs to multiple priority categories specified in Clause 1, Article 6 of Decree 115/2020/ND-CP, only the highest priority score will be added to the second round score.
Regulations on the staff recruitment council according to Article 8 of Decree 115/2020/ND-CP are as follows:
- In case a public non-business unit is assigned the recruitment authority, the recruitment council has 05 or 07 members, including:
+ The Chairman of the Council is the head or deputy head of the public non-business unit;
+ The Vice Chairman of the Council is the person in charge of personnel organization of the public non-business unit;
+ Member cum Secretary of the Council is an assistant officer in the organization and personnel work of public non-business units;
+ Other members are persons with professional qualifications related to the recruitment organization decided by the head of the public non-business unit.
In case the Chairman of the Recruitment Council cannot be arranged as prescribed at Point a, Clause 1, Article 8 of Decree 115/2020/ND-CP, the agency competent to manage the public non-business unit shall consider and decide .
- In case the agency competent to manage the public non-business unit conducts the recruitment, the Recruitment Council has 05 or 07 members, including:
+ The Chairman of the Council is the head or deputy of the head of the agency competent to recruit;
+ The Vice Chairman of the Council is the leader of the staffing department of the agency competent to recruit;
+ Member cum Secretary of the Council is the representative of the advisory department on personnel organization of the agency competent to recruit;
+ Other members are persons with expertise and skills related to the recruitment organization, as determined by the head of the agency competent to recruit.
- The recruitment council works on the principle of collective, makes decisions by majority; in case of equal votes, the opinion voted by the Chairman of the Recruitment Council shall be followed. The Recruitment Council has the following duties and powers:
+ Set up supporting departments: Examination Board for Admission Application Form, Examination Board, Examination Board, Beat Board, Examination Board, and Evaluation Board (if any); Examination Board when conducting interviews or practice in round 2;
In case of necessity, the Chairman of the Recruitment Council shall establish a secretariat to assist;
+ Collect recruitment fees and use recruitment fees according to regulations;
+ Check the application form, organize the exam, mark the exam, and mark the review according to the regulations;
+ Report to the head of the agency or unit competent to recruit the decision on recognition of the results of the recruitment examination and examination;
+ Settle complaints and denunciations during the recruitment and selection examination;
+ The recruitment council to dissolve itself after completing its tasks.
- Not arranging persons whose relationship is the father, mother, brother, sister, younger brother, or spouse of the candidate; the spouse, natural or adopted child of the candidate; or the person who is in the disciplinary period or is executing the disciplinary decision as a member of the Recruitment Council, members of the assisting sections of the Recruitment Council.
