On December 17, 2024, the Ministry of Home Affairs of Vietnam issued Decision 922/QD-BNV on the publication of internal administrative procedures between state administrative agencies in the field of officials and public employees within the scope of management of the Ministry of Home Affairs.

Procedures for evaluation and classification of officials and public employees' performance according to Decision 922 in Vietnam

* For officials

- Officials make a self-assessment report and receive a classification level for their work results according to the responsibilities and duties assigned following Form No. 01 of the Appendix issued together with Decree 90/2020/ND-CP.

- Organize a meeting of the leadership group of the agency or organization where the official works to comment and evaluate the official. The official presents the self-assessment report of work results at the meeting, participants contribute comments, and the comments must be recorded in the minutes and approved at the meeting.

- The authority managing the official decides on collecting comments and evaluations from agencies, organizations, and units directly led and managed by the evaluated official.

- Collect comments and evaluations from the equivalent party committee where the official works.

- The advisory agency on personnel affairs of the official's managing body compiles comments and evaluations according to the provisions of Clauses 2 and 3, Article 17 Decree 90/2020/ND-CP and related documents (if any), proposing the evaluation content and quality classification level for the official.

- The authority managing the official reviews and decides on the evaluation and quality classification for the official.

- The authority managing the official informs in writing the official and publicly announces the evaluation and classification results within the agency, organization, or unit where the official works; decides on the form of publicization within the agency, organization, or unit, preferably on an electronic platform.

* For officials

** For officials who are heads of agencies, organizations, or units

- Officials make a self-assessment report and receive a classification level for their work results according to the responsibilities and duties assigned following Form No. 02 of the Appendix issued together with Decree 90/2020/ND-CP.

- Organize a meeting at the agency, organization, or unit where the official works to comment and evaluate the official.

Participants include all officials of the agency, organization, or unit. If the agency, organization, or unit has constituent units, the participants include the leadership group of the agency, organization, or unit, representatives of the equivalent party committee, trade union, youth union, and heads of constituent units; for large-scale entities, heads of constituent units may provide written feedback.

Officials present the self-assessment report of work results at the meeting, participants contribute comments, and the comments must be recorded in the minutes and approved at the meeting.

- Collect comments and evaluations from the equivalent party committee of the agency, organization, or unit where the official works.

- The advisory agency on personnel affairs of the evaluating authority compiles comments and evaluations as stipulated in point b, point c Clause 1 Article 18 Decree 90/2020/ND-CP and related documents (if any), proposing the evaluation content and quality classification level for the official.

- The authority decides on the evaluation and quality classification for the official.

- The evaluating authority informs in writing the official and publicly announces the evaluation and classification results; decides on the form of publicization within the agency, organization, or unit where the official works, preferably on an electronic platform.

** For deputy heads and officials under the management of the head

- Officials make a self-assessment report of work results according to assigned duties following Form No. 02 of the Appendix issued together with Decree 90/2020/ND-CP.

- Organize a meeting at the agency, organization, or unit where the official works to comment and evaluate the official.

Participants include all officials of the agency, organization, or unit or all officials of the constituent unit where the official works if the agency, organization, or unit has constituent units.

If the official is a deputy head of an agency, organization, or unit with constituent units, participants include the leadership group of the agency, organization, or unit, representatives of the equivalent Communist Party committee, Trade Union, Youth Union, and heads of constituent units; for large-scale entities, heads of constituent units may provide written feedback.

Officials present the self-assessment report of work results at the meeting, participants contribute comments, and the comments must be recorded in the minutes and approved at the meeting.

- Collect comments and evaluations from the equivalent Communist Party committee of the agency, organization, or unit where the official works for deputy heads.

- For officials who are deputy heads, the head of the agency, organization, or unit bases the comments and evaluations as stipulated in point b, point c Clause 2 Article 18 Decree 90/2020/ND-CP and related documents (if any) to decide on the evaluation content and quality classification level for the official.

For officials under the management of the head, the head of the agency, organization, or unit bases the comments at the meeting to decide on the evaluation content and quality classification level for the official.

- The evaluating authority informs in writing the official and publicly announces within the agency, organization, or unit where the official works about the evaluation and classification results; decides on the form of publicization within the agency, organization, or unit where the official works, preferably on an electronic platform.

* For public employees

** For public employees who are heads and deputy heads

- Public employees make a self-assessment report and receive a classification level for their work results according to the responsibilities and duties assigned following Form No. 03 of the Appendix issued together with Decree 90/2020/ND-CP.

- Organize a meeting at the unit where the public employee works to comment and evaluate the public employee.

Participants include all public employees of the unit.

If the unit has constituent units, participants include the leadership group of the unit, representatives of the equivalent party committee, trade union, youth union, and heads of constituent units; for large-scale units, heads of constituent units may provide written feedback.

Public employees present the self-assessment report of work results at the meeting, participants contribute comments, and the comments must be recorded in the minutes and approved at the meeting.

- Collect comments and evaluations from the equivalent party committee of the unit where the public employee works.

- The advisory department on personnel affairs of the evaluating authority compiles comments and evaluations as stipulated in point b, point c Clause 1 Article 19 Decree 90/2020/ND-CP and related documents (if any), proposing the evaluation content and quality classification level for the public employee.

- The authority decides on the evaluation and quality classification for the public employee.

- The evaluating authority informs in writing the public employee about the evaluation and classification results; decides on the form of publicization within the agency, organization, or unit where the public employee works, preferably on an electronic platform.

** For public employees not holding managerial positions

- Public employees make a self-assessment report of work results according to assigned duties following Form No. 03 of the Appendix issued together with Decree 90/2020/ND-CP.

- Organize a meeting at the unit where the public employee works to comment and evaluate the public employee.

Participants include all public employees of the unit or all public employees of the constituent unit where the public employee works if the unit has constituent units.

Public employees present the self-assessment report of work results at the meeting, participants contribute comments, and the comments must be recorded in the minutes and approved at the meeting.

- The authority evaluating and classifying quality bases on the comments at the meeting as stipulated in point b Clause 2 Article 19 Decree 90/2020/ND-CP decides on the evaluation content and quality classification level for the public employee.

- The authority evaluating and classifying quality public employees informs in writing the public employee and publicly announces within the agency, organization, or unit where the public employee works about the evaluation and classification results; decides on the form of publicization within the agency, organization, or unit where the public employee works, preferably on an electronic platform.
