The content is covered in Resolution 01/NQ-CP regarding the Key Tasks and Solutions for Implementing the Economic and Social Development Plan and State Budget Estimate for 2025 issued by the Government of Vietnam.

Effectively implementing Conclusion 83-KL/TW dated June 21, 2024, by the Politburo on the reform of wage policies; promptly urge and guide to resolve difficulties and obstacles, especially new issues related to the bonuses of officials and public employees and the armed forces. Research and propose solutions for arising inconsistencies in policies for certain subjects and sectors (such as public employees in education, healthcare...); propose continued adjustments to increase wages in the public sector, pensions, social insurance benefits, monthly allowances, and preferential benefits for meritorious people if the socio-economic situation in 2025 is more favorable and the source is balanced, and report to the competent authority for consideration and decision-making.

In Resolution 01/NQ-CP, the Government of Vietnam assigns the Ministry of Finance to preside, cooperate with ministries, central agencies, and localities to guide the range and subjects to save recurrent expenditures, increasing the estimate for 2025 compared to the estimate for 2024 (in addition to the 10% recurrent expenditure saving to create resources for wage reform as regulated) according to point 2a, section II of this Resolution.

What is the statutory pay rate in 2025 in Vietnam?

According to Decree 73/2024/ND-CP stipulating the statutory pay rate and bonus policies for officials and public employees and armed forces, the statutory pay rate is stipulated as follows:

  1. The statutory pay rate is used as a basis for:

- Calculating salaries in salary tables, allowances, and implementing other policies as prescribed by law for the subjects defined in Article 2 of this Decree;

- Calculating operating expenses and living expenses as prescribed by law;

- Calculating deductions and benefits according to statutory pay rate.

  1. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

  2. For agencies and units currently applying specific financial and income mechanisms at the central level: Maintain the difference between the salaries and additional income of June 2024 for officials and public employees and the salaries from July 1, 2024, after amending or abolishing specific financial and income mechanisms. If these mechanisms are not yet amended or abolished, implement monthly salaries and additional income calculated by the statutory pay rate of 2,340,000 VND/month under specific mechanism from July 1, 2024, ensuring not to exceed the salaries and additional income enjoyed in June 2024 (excluding salary and additional income adjustments due to position or step advancements). If, according to the above principle, the salaries and additional income from July 1, 2024, under specific mechanism is lower than that under general regulation, implement salary policies according to general regulation.

  3. The Government of Vietnam adjusts the statutory pay rate after reporting to the National Assembly for consideration and decision in accordance with the national budget capacity, consumer price index, and the country's economic growth rate.
