On January 9, 2025, the Minister of Health of Vietnam promulgated Circular 02/2025/TT-BYT stipulating the codes and professional title standards for nurses, midwives, and medical technicians.
The standards and duties of public employee position of rank I nurse in Vietnam are stipulated as follows:
(1) Professional ethics standards:
- Dedicating themselves to the career of caring for, protecting, and enhancing the health of the public.
- Understanding and correctly implementing the code of conduct for public employees in the healthcare sector.
- Practicing the profession in accordance with regulations, rules, technical expertise procedures, and other legal provisions.
- Continuously studying to improve professional qualifications and competencies.
- Being honest, objective, fair, responsible, united, respectful, and cooperative with colleagues in professional practice.
(2) Standards on educational qualifications and training:
- Possessing a second-degree specialization diploma or a doctorate in nursing.
- Holding a certificate of training according to the professional title standards for nursing or a practicing certificate in medical examination and treatment or a medical practice license.
(3) Standards of competence and professional expertise:
- Being knowledgeable about the viewpoints and guidelines of the Communist Party, and policies and laws on health protection, care, and enhancement.
- Having the capability to lead the organization and execution of specialized technical lists in medical examination and treatment for those practicing in the nursing professional position.
- Having the capacity to lead and participate in scientific and technological tasks.
- Possessing basic information technology skills and the ability to use a foreign language (or a minority language for public employees working in minority areas) as required by the job position.
(4) Duties of public employee position of rank I nurse:
- Patient care:
+ Leading and organizing the professional duties in medical examination and treatment for those practicing in the nursing professional position, in accordance with the scope of professional activity and training level as prescribed by the Minister of Health.
+ Leading the implementation of new techniques in nursing care.
+ Leading and organizing patient care and monitoring; examining and assessing the health status of patients, identifying priority issues for care, planning, directing, implementing, and evaluating patient care outcomes.
+ Organizing initial emergency care, external emergency, and specialized emergency within the assigned area of expertise.
+ Leading consultations on nursing care within the assigned area of expertise.
+ Leading monitoring, inspection, evaluation, and quality improvement of patient care within the assigned professional scope.
+ Leading and organizing primary health care and national target programs.
- Communication, counseling, health education:
+ Health education based on goals and actual needs of nursing care.
+ Leading and organizing the compilation of content for information, communication, health education, and hygiene disease prevention at healthcare facilities and in the community.
+ Leading and organizing counseling for patients or their families to choose suitable nursing care services.
+ Leading and organizing the management and guidance on the use of medical equipment for nursing care within the assigned professional scope.
+ Leading and organizing professional guidance on technical nursing, and implementing disease prevention within the assigned scope.
