On December 31, 2024, the Minister of Transport of Vietnam issued Circular 65/2024/TT-BGTVT amending the Civil Aviation Safety Regulations in the areas of aircraft operations.
Supplements to clauses d, dd, e, g, and h of Article 1.083 (inspection and reporting of narcotics and alcoholic beverages) as stipulated in Part 1 promulgated with Circular 01/2011/TT-BGTVT are as follows:
(d) The aircraft operator must ensure that all flight crew members have no alcohol concentration in their blood or breath while performing flight duties within the territory of Vietnam.
(dd) The aircraft operator must report to the Civil Aviation Authority of Vietnam (CAAV) within 24 hours upon detecting the use of stimulants.
(e) The aircraft operator must establish procedures related to regular and unexpected inspection and monitoring to promptly detect and prevent the use of stimulants by flight crew members in the flight safety documentation system.
(g) The aircraft operator must use breath alcohol concentration measurement devices meeting the calibration standards as per Vietnamese technical document (DLVN) 107:2012 by the Ministry of Science and Technology on devices measuring alcohol content in breath, certified through calibration stamps, tags, and certificates according to regulations; meet the calibration cycle stipulated in Circular 23/2013/TT-BKHCN dated September 26, 2013, by the Minister of Science and Technology on measurements for group 2 measuring devices (as amended and supplemented by Circular 07/2019/TT-BKHCN dated July 26, 2019).
(h) Users of breath alcohol concentration measuring devices must comply with the following regulations:
(1) Properly follow procedures and regulations related to the use and maintenance of breath alcohol concentration measuring devices as stipulated by the device manufacturer.
(2) Account for permissible measurement errors based on the standards set by the Ministry of Science and Technology specified in clause g of this Article.
