On December 31, 2024, the Government of Vietnam promulgated Decree 178/2024/ND-CP concerning policies for officials and public employees, employees, and armed forces in the implementation of organizational restructuring of the political system.
The collective party committee, government, and the head of each agency, organization, and unit in Vietnam must conduct a review and evaluation of all officials, public employees, and employees under their management based on the performance of duties over the past 03 years according to the following criteria:
- Criteria for evaluating ethical qualities, sense of responsibility, discipline awareness, and discipline in duty and public service execution of officials, public employees, and employees.
- Criteria for evaluating professional competence and expertise; ability to meet requirements regarding progress, time, and quality of regular and unexpected duty executions.
- Criteria for evaluating the results and work products associated with the functions and tasks of the agency, organization, or unit that officials, public employees, and employees have achieved.
- For officials and public employees evaluated as having outstanding qualities and competencies, they must meet the three criteria in Article 6, Clauses 1, 2, and 3 of Decree 178/2024/ND-CP, and also ensure the criteria for innovation, creativity, daring to think, daring to do, and daring to take responsibility for the common interest, with exemplary, outstanding achievements that bring benefits to the agency, organization, or unit.

For those who have already benefited from the policies stipulated in Decree 29/2023/ND-CP issued on June 3, 2023, by the Government of Vietnam regarding downsizing staff before January 1, 2025, they will not be entitled to the policies stipulated in Decree 178/2024/ND-CP.
