Regarding this issue, LawNet would like to answer as follows:
The Training Support and Human Resource Development Centre (hereinafter referred to as the Center) is a public service unit under the Ministry of Education and Training with legal status and its own seal and account.
In particular, the Center has the function of researching and forecasting the development of human resources with university degrees or higher and pedagogical human resources; career and employment orientation for pupils and students; providing human resources with university degrees or higher; and providing information and communication on admission, career guidance, employment, training, and human resource utilization.

The Training Support and Human Resource Development Centre has the following tasks and powers:
(1) Research and forecast
- Organize surveys and research on capacity, training scale, and conditions to ensure the quality of training facilities under the state management of the Ministry of Education and Training (hereinafter referred to as training facility); Develop assessment reports and forecasts of training capacity development to serve the state management of the Ministry of Education and Training and recommend training institutions develop training scales, meeting the conditions to ensure the quality of human resource training.
- Update and manage information and databases on the employment situation of pedagogy graduates and students and international students with university degrees or higher in other professions; Research the scientific and practical basis of the relationship between the program and the training organization, the method of the training institution, and the ability of graduates to find jobs; Survey and evaluate graduates' ability to meet job requirements.
- Research, survey, and forecast human resource needs in pedagogy and human resources with university degrees or higher in other professions; research on forecasting employment development trends of professions to advise the leaders of the Ministry of Education and Training in planning strategies and policies for training and fostering managers and teachers.
(2) Supply of human resources
- Provide information about the capacity and quality of training institutions, their ability to meet the job needs of post-graduation students, career development trends, human resource needs of recruitment units, helping training institutions and students have more grounds to adjust orientation, goals, and content of activities.
- Chair and coordinate with relevant units to organize conferences, seminars, training, professional development, recruitment, and employment events, the human resources trading floor, and implementing contracts to supply experts and highly qualified human resources for domestic and foreign units, organizations, and businesses.
- Introduce international students who have graduated from abroad (those who did not have an agency before studying abroad) to participate in recruitment and support international students in finding jobs.
- Organize the implementation of contracts on professional training for units and individuals in need; Admissions consulting, career guidance; school counseling; employment support; and start-ups for students.
(3) Information and communication work
- Building an electronic information portal on the supply and demand of human resources and the employment of graduates at domestic and foreign training establishments. Build a database according to national criteria and international integration, ensuring connection with the general information system of the Ministry of Education and Training.
- Coordinate with training facilities, businesses, and units that employ human resources in information and communication work to serve enrollment, training support, human resource recruitment, and promoting corporate image.
(4) Perform other tasks assigned by the Minister of Education and Training.
