The Department of Information Technology and Communications Industry is an organization under the Ministry of Information and Communications, performing the functions of advising and assisting the Minister in state management and organizing law enforcement in the information technology industry.
The Department of Information Technology and Communications Industry has legal status, a seal, and an account for transactions in accordance with the law, and its headquarters are located in Hanoi City.

The Department of Information Technology and Communications Industry has the following tasks and powers:
- Advise on the development and submission to the Minister for promulgation or for the Minister to submit to competent authorities for promulgation of legal documents, strategies, plans, programs, projects, schemes, standards, economic-technical norms, mechanisms, and policies in the field of the information technology industry, the digital technology industry and implementation organizations after approval.
- Guide and inspect the implementation of legal documents, strategies, programs, projects, schemes, standards, and economic-technical norms belonging to the field of information technology and digital technology.
- Organize and implement investment promotion activities in the fields of information technology and digital technology.
- Organize and implement trade promotion activities for information technology and digital technology industry products and services domestically and in foreign markets.
- Organize the implementation of measures and solutions to develop businesses operating in the field of information technology and digital technology; support innovative start-up businesses in the field of information technology and digital technology; and support the development of small and medium-sized enterprises in the field of information technology and digital technology.
- Develop and organize the implementation of programs and plans to develop information technology industry products, key digital technology industries, and new digital technologies.
- Advise and submit to the Minister for promulgation or for the Minister to submit to competent authorities for promulgation of regulations on infrastructure development in the field of information technology industry and digital technology industry; preside over appraisal, submission for approval and guidance, supervision, and inspection of implementation of projects on establishment, expansion, and recognition of centralized information technology zones.
- Organize and implement quality management for products and services in the field of information technology and digital technology according to the provisions of law and according to the assignment and decentralization of the Minister.
- Professional and professional guidance; propagate and disseminate legal education in the field of information technology and digital technology.
- Participate in managing the export and import activities of information technology goods according to legal regulations and according to the assignment and decentralization of the Minister; develop and guide the application of a list of prohibited information technology and digital technology industry products; a list of products restricted from circulation or subject to import and export conditions; and a list of used products banned from import.
- Issue, extend, suspend, discontinue, and revoke all types of licenses, permits, and certificates in the information technology industry and the digital technology industry; confirm business operations to apply preferential policies in the field of information technology industry and the digital technology industry according to the law and according to the Minister's decentralization.
- Advise on the development, issuance, recognition, and implementation of information technology skill standards in the field of information technology and digital technology; regulations on testing, certification of skill standards, and professional certification in the information technology industry; recognizing information technology certificates that meet information technology human resource skills standards.
- Organize statistics, collect and synthesize information, data, analysis, forecasts, and domestic and international market information; develop and release reports and publications in the field of the information technology industry and the digital technology industry; Build, maintain, and operate management information systems; promote the information technology industry and the digital technology industry.
- Advise and implement management according to assignment and decentralization for associations operating in the field of information technology industry managed by the Ministry of Information and Communications.
- Organize and carry out scientific research to serve the development of the information technology industry and digital technology industry.
- Preside and coordinate the implementation of international cooperation in the fields of information technology and digital technology, as assigned.
- Participate in specialized inspections of the information technology industry and the digital technology industry according to the provisions of the law.
- Manage organizational structure, civil servants, employees, finances, assets, records, and documents according to the provisions of law and decentralization of the Minister.
- Perform other tasks assigned by the Minister.
