Selling SIM cards with prepaid mobile services activated is strictly prohibited in Vietnam

This is a new content mentioned in Decree No. 49/2017/NĐ-CP of Vietnam’s Government providing amendments on regulations in posts, telecommunications, information technology and radio frequency sectors.

According to new regulations of Decree No. 49/2017/NĐ-CP of Vietnam’s Government, from April 20, 2017, selling SIM cards with prepaid mobile services activated shall be strictly prohibited, anyone who violates this provision shall be fined from VND 30,000,000 to VND 40,000,000.

This fine is also imposed for:

- Selling SIM cards but failing to get the authorization to conclude Contracts from the mobile telecommunications service provider;

- Selling terminal devices without SIM card with subscriber information already input or prepaid mobile services activated;

- Trading, exchanging or using universal SIM cards or devices with functions to activate SIM cards without taking the SIM card out to input subscriber information, or to activate prepaid mobile services for SIM cards.

Decree No. 49/2017/NĐ-CP providing amendments to Article 15 of Decree No. 25/2011/ND-CP and Article 30 of Decree No. 174/2013/ND-CP of Vietnam’s Government.
