On November 11, 2024, the Minister of Finance of Vietnam issued Circular 80/2024/TT-BTC guiding financial support for the Economic - National Defense Corps, as stipulated in Clause 1, Article 36 of Decree 22/2021/ND-CP concerning the Economic - National Defense Zones.

According to Article 4 of Circular 80/2024/TT-BTC, the level of financial support for the purchase and repair of transportation means, fuel, and other equipment is as follows:

- The production team under the Economic - National Defense Corps is supported:

+ Funding for the purchase of 02 (two) motorbikes with a support level of 25,000,000 VND/unit;

+ Funding for the purchase of 01 (one) water filtering and supply system with a support level of 25,000,000 VND;

+ Funding for repairs of means and equipment specified in points a, b above at the flat rate of 6,000,000 VND/year;

+ Communication support funding at a flat rate of 1,000,000 VND/team/month;

+ Funding for the purchase of petrol, oil at a maximum flat rate of 800 liters/team/year.

- The Economic - National Defense Corps is supported:

+ For the Economic - National Defense Corps operating at sea or on islands, financial support is provided for the purchase of 02 (two) high-speed boats/corps with a support level of 3,000,000,000 VND/unit. The maintenance and repair costs are up to 30,000,000 VND/boat/year;

+ Support funding for the purchase of petrol and oil serving the implementation and command tasks to grasp the general situation in areas assigned to production teams in charge, at an annual flat rate (excluding the financial support for production teams stipulated at point e, clause 1, Article 4 of Circular 80/2024/TT-BTC):

++  Economic - National Defense Corps equivalent to Brigade, Division  evel: 20,000 liters/year;

++  Economic - National Defense Corps  equivalent  to Division level: 25,000 liters/year.

- Financial support as stipulated at points a, b of clause 1 and point a of clause 2, Article 4 of Circular 80/2024/TT-BTC is applicable to production teams and Economic - National Defense Corps that have not been supported. After 5 years from the first support date, the production teams are supported for re-equipment per the stipulations at points a and b of clause 1, Article 4 of Circular 80/2024/TT-BTC. After 10 years from the first support date, the Economic - National Defense Corps are supported for re-equipment per the stipulations at point a, clause 2, Article 4 of Circular 80/2024/TT-BTC.

Funding support level for public communication and mobilization work in the Economic - National Defense Zones in Vietnam from December 30, 2024

The funding support level for public communication and mobilization work in the Economic - National Defense Zones in Vietnam is stipulated in Article 5 of Circular 80/2024/TT-BTC as follows:

- The production team under the Economic - National Defense Corps on the mainland is supported:

+ Individuals in the payroll of the production team under the Economic - National Defense Corps assigned with propaganda tasks are entitled to living allowance policies at a flat rate of 18,000,000 VND/person/year. Individuals enjoying this policy are not entitled to mission allowances if traveling on duty within the stationing area;

+ Financial support for meetings and gift-giving during festivals, holidays for village elders, village heads, policy subjects, at an annual flat rate of 3,000,000 VND/village, hamlet under the management scope of the teams/year.

- The Economic - National Defense Corps is supported in funding for the purchase of materials, organizing technical guidance conferences on livestock, cultivation, aquaculture, and processing according to current regulations of the Ministry of Finance on conference expense policies.

Refer to Circular 80/2024/TT-BTC (effective from December 30, 2024) replacing Circular 02/2018/TT-BTC guiding financial support mechanisms for Economic - National Defense Zones (except for the security defense enterprise support policy in activities of constructing Economic - National Defense Zones defined in clause 4, Article 3 of Circular 02/2018/TT-BTC which continue until a new regulation is issued) and applied from the 2025 fiscal year.
