Recently, the Ministry of Health of Vietnam issued Circular 15/2021/TT-BYT as amended, additional Circular 15/2019/TT-BYT regulating the procurement of drugs at public health facilities.
Additional regulations on supervision and regulation of the supply and use of antiretroviral drugs at health facilities according to the signed framework agreement on the following principles:
- In case the health facility needs to use drugs in excess of 20% of the drug quantity allocated in the framework agreement, it must report it to the HIV/AIDS prevention and control agency in the province or city to aggregate and regulate the quantity of drugs between the facilities within the local supply but ensure that it does not exceed 20% of the total amount allocated in the framework agreement for the facilities within the local supply scope.
- In case the drug use demand of the facilities within the scope of supply exceeds the regulatory capacity of the provincial or municipal HIV/AIDS prevention and control focal agency or the health facility, the need for drug use arises but has not been aggregated. If necessary, when formulating a plan to select drug procurement contractors, they must report to the HIV/AIDS Prevention and Control Department to regulate the quantity of drugs. The total amount of regulated drug does not exceed 30% of the total approved quantity.
Circular 15/2021/TT-BYT of Vietnam takes effect from November 15, 2021.
