Resolution 90/NQ-CP on the Implementation Plan of the National Master Plan for the period of 2021-2030, with a vision to 2050, issued by the Government on June 16, 2023, including the implementation of the National Land Use Plan.

Implementation of the National Land Use Plan in Vietnam

Five-year national land use plan 2021-2025: implemented in accordance with Resolution 39/2021/QH15 in 2021 of the National Assembly of Vietnam on the national land use planning period 2021–2030, with a vision to 2050, and Decision 326/QD-TTgg in 2022 of the Prime Minister of Vietnam on the allocation of expenditures for national land use planning for the period of 2021–2030, with a vision to 2050, and the national five-year land use plan for 2021–2025.

Developing a five-year land use plan from 2026 to 2030 in accordance with the law on land on the basis of needs for development, ensure feasibility, efficiency, sustainability, and conformity with national land use orientations determined in Resolution 81/2023/QH15 of the National Assembly, specifically as follows:

+ Arranging land fund to meet the requirements of developing a synchronous infrastructure system, ensuring the connection of inter-sectoral and inter-regional development space, economic corridors, and development-driven regions of the country, creating a breakthrough to meet the development requirements of the country, especially in transport, energy, and digital infrastructure, and enhancing connectivity with the region and the world.

Prioritizing the land fund to meet the increasing demand for education, health care, society, culture, physical training, sports, social housing, and housing for industrial park workers.

+ Management of 3.5 million hectares of rice land.

Within a suitable area, it is allowed to flexibly change the structure of crops and livestock on rice land without changing the nature and conditions of rice land use to be able to switch back to rice farming when needed.

Strictly controlling the conversion of rice land, especially land specialized in wet rice cultivation, to non-agricultural land, along with ensuring the interests of rice growers and rice-growing localities.

+ Strictly managing protective forest land and special-use forest land, protecting the area, and restoring natural forests in association with biodiversity conservation, landscape protection, and ecological environment protection. Develop and improve the quality of planted forests.

+ Expanding the land area of the industrial park, concentrated in dynamic areas associated with economic corridors, logistics centers, and transport hubs (railway stations, seaports, airports, etc.), to reduce production costs. Continuing to expand the urban land associated with the process of urbanization.

+ Securing land funds for defense and security purposes.
