On November 29, 2024, the Prime Minister of the Government of Vietnam issued Decision 1481/QD-TTg regarding the Implementation plan for the Plannning of Thua Thien Hue province for the period 2021-2030, with vision to 2050.

The Prime Minister of the Government of Vietnam issued the Implementation plan for the Plannning of Thua Thien Hue province for the period 2021-2030, with vision to 2050, with the following main contents:

(1) Completing a synchronized system of plans

- Complete the Conservation, Restoration, and Regeneration Plan for the Hue Imperial Relics Cluster by 2030, vision 2050. Organize reviews, establishment, and adjustments to urban and rural plans, technical, and sectoral plans in Thua Thien Hue Province as per the sectoral legal provisions, ensuring alignment and synchronization with the Provincial Plan that has been approved.

- Review and abolish plans regarding the development of specific goods, services, and products that set fixed volumes and quantities to be produced and consumed within the province; publicly announce the list of Plans integrated into the Provincial Plan that cease to be effective under Article 59 of the Planning Law.

(2) Completing mechanisms, development policies and strengthening regional linkages

- Continue implementing Resolution 38/2021/QH15 of the National Assembly on piloting specific mechanisms and policies for developing Thua Thien Hue Province, and proactively complete local development mechanisms and policies; cooperate with ministries and central authorities, localities in the North Central Coast and Central Coast region to build and complete regional institutions and key proposals creating breakthroughs for local and regional development.

- Complete and implement the Scheme to establish a central city and arrange, establish district and commune-level administrative units based on the administrative boundaries of Thua Thien Hue Province (including: the Scheme to arrange district and commune-level administrative units from 2023 - 2025 in Thua Thien Hue and the Scheme to establish district-level towns Phong Dien and arrange commune-level administrative units to establish wards in the district-level town Phong Dien, Thua Thien Hue); the Urban Classification Scheme for Thua Thien Hue (type I); the Economic and Social Development Scheme for the Tam Giang - Cau Hai Lagoon Region by 2030, Thua Thien Hue High-tech Park Scheme, and several other Schemes.

(3) Implementing projects according to the Provincial Plan

- Principles of identifying public investment projects

+ Comply with regulations in the Public Investment Law, State Budget Law and related documents from competent authorities on public investment.

+ Complete infrastructure from projects implemented from public investment funds to enhance the effectiveness of the projects; use public investment to activate all social resources.

+ Focus on investing in social infrastructure and technical infrastructure projects that create significant spillover effects, especially: (1) The strategic transportation infrastructure of the province ensuring synchronization, modernity, comprehensive, promoting intra and inter-regional connectivity associated with economic development corridors: (i) The North-South national economic corridor associated with national highway 1 as the main axis; (ii) East-West economic corridor: interconnecting 3 Seaport Clusters with 02 Vietnam-Laos border crossing pairs, prioritizing investment in Road 71 from Phong Dien port to Hong Van Border Gate via highway 49F; (iii) The coastal urban economic corridor, with the coastal road as the main axis, developing provincial roads, modern transportation lines (electric trains, high-speed rail) oriented toward coastal urban areas; connecting Hue city, Huong Thuy district-level town, Huong Tra, and coastal urban areas; (2) Cultural designs, infrastructure serving cultural activities: (i) National Museum of Hue Court Antiquities, Provincial Museum, Museum of Hue Cuisine; (ii) National Archive Preservation Center, National Film Culture Center; (iii) Global Academic Center for Heritage Preservation and Cultural Industry, Creativity; …. (3) Electrical infrastructure: (i) Construct new 220kV Chan May Substation, GIS Huong Thuy (with 500 KV connection) and 220 kV Huong Thuy - Hue transmission line; (ii) Construct new 110kV GIS Thuan Hoa (Hue 5) Substation and connection lines;…. Industrial development infrastructure; scientific and technological infrastructure; electrical grid infrastructure; information, communication, digital transformation infrastructure; healthcare, education, culture, sports, social security infrastructure; technical infrastructure at identified urban centers and dynamic centers within the Provincial Plan to attract investment capital, ensuring a reasonable, effective investment structure.

+ Continue to prioritize investments to complete irrigation infrastructure, dikes, water supply, and drainage to meet socio-economic development needs, ensure social security, national defense, security, disaster prevention, climate change adaptation, and sea level rise.

- Other capital sources outside public investment funds

+ Invest in completing the province's infrastructure to enhance the investment efficiency of infrastructure projects implemented using public investment funds. Attract investment to expand, increase productivity, and efficiency of manufacturing and business facilities at the province's three dynamic centers.

+ Priority sectors and fields for investment attraction include: Seaport systems, inland waterway port docks, logistics infrastructure; industrial zone and cluster infrastructure; high-tech application processing and manufacturing; high-tech agricultural, forestry, and fishery zones; power development; clean water supply; education, healthcare, cultural, sports, environmental, urban, commercial, service, tourism infrastructure; information, communication, digital transformation infrastructure.

- List of projects prioritized for investment and investment phases in the plan to implement the planning

+ Orienting the list of projects prioritized for investment, investment phases, and resources for implementation by 2030 by sectors and fields.

(Details of the list of projects prioritized for investment and investment phases are attached in the Appendix)

+ The position, boundary scope, land area usage, route direction, total investment structure, implementation capital source, and detailed project information will be specified in the urban planning, rural planning, land use planning and plans at district-level, technical, and specialized planning or during the phases of planning, appraisal, approving investment policy, or deciding on investment in programs and projects.

+ Projects and works outside the list of prioritized projects stated in the Appendix attached to this Decision shall be implemented following the approved Provincial Plan under Decision No. 1745/QD-TTg dated December 30, 2023; National sector planning and Implementation Plan; Technical, specialized planning.

(4) Land use planning

Based on the National Land Use Planning, national sectoral plans, the Planning for North Central and Central Coast region for the period 2021 - 2030, vision to 2050, the Planning for Thua Thien Hue Province for the period 2021 - 2030, vision to 2050, Security land use planning period 2021 - 2030, vision to 2050, Defense land use planning for the period 2021 - 2030, vision to 2050, national land use planning indicators for the period 2021 - 2030, vision to 2050, the national land use plan for 5 years 2021 - 2025 assigned at Decision 326/QD-TTg dated March 9, 2022, and Decision 227/QD-TTg dated March 12, 2024, of the Prime Minister of the Government of Vietnam adjusting a number of land use indicators until 2025, the People's Committee of Thua Thien Hue Province develops and submits the Land Use Plan for Thua Thien Hue Province for the period 2021 - 2025 and 2026 - 2030 for approval by competent authorities according to relevant legal provisions; ensuring effective, reasonable, economical, sustainable usage with a long-term vision; meeting socio-economic development requirements; ensuring national defense, security; developing education, culture, sports; protecting the environment; adapting to climate change; creating momentum for provincial development.
