On November 18, 2024, the State Auditor General of VIetnam issued Decision 1917/QD-KTNN regarding the Regulation on Emulation and Commendation of the State Audit.
The State Auditor General issued the Regulation on Emulation and Commendation of the State Audit, with principles for evaluation of emulation titles and forms of commendation as follows:
(1) The evaluation of emulation titles and forms of commendation must adhere to the principles stipulated in the Law on Emulation and Commendation, Decree 98/2023/ND-CP dated December 31, 2023, by the Government of Vietnam detailing the implementation of certain provisions of the Law on Emulation and Commendation and guidance documents from authorized state agencies.
(2) The evaluation of emulation titles and forms of commendation must be accurate, transparent, fair, and prompt; ensure consistency between the forms, awarded subjects, and recognized merits and achievements, while also adhering to the following principles:
- Annual commendation evaluation must be based on the assessment and classification results of individuals and collectives (as per regulations of the Communist Party, laws on performance assessment and annual classification of individuals and collectives within the political system, and the current regulations of the State Audit).
- The timing of awarding emulation titles and regular commendations is conducted during the annual work summary; thematic commendations during interim summaries, emulation movement conclusions; sudden commendations are given immediately after individuals or collectives achieve merits.
- The assessment of the "Advanced Labor" title in specific cases is conducted as follows:
+ Individuals appointed for short-term training, less than 1 year, who comply with the regulations of the training institution, the training time is considered as working time at the agency, organization, or unit for assessment of the "Advanced Labor" title.
In case of individuals being sent for training for one year or more, the training period is considered for the "Advanced Labor" title assessment. Besides the general standards and conditions, during the training period, individuals must comply with the training institution's regulations, complete learning tasks, and achieve learning results of fairly good or higher (for training courses with average, fairly good, excellent... grading);
+ For individuals transferred or seconded to another agency, organization, or unit for a certain period, the "Advanced Labor" title assessment is conducted by the competent authority of the new place of work or assignment. In cases where the individual has worked at the previous agency for 6 months or more, comments from the previous agency are required.
+ The "Advanced Labor" title is not considered for individuals who have been employed for less than 6 months.
- The emulation and commendation evaluation for emulation movements is specifically regulated according to each emulation movement decided by the State Auditor General.
- When calculating the commendation ratio: In cases where the number of individuals or collectives calculated according to the commendation ratio prescribed in this Regulation results in a decimal number, rounding is done according to the following principle: Less than 0.5 is considered 0; 0.5 or more is considered 1.
- The competent authority awards or proposes higher-level commendation for emulation titles, forms of commendation for cases that meet the conditions, standards, procedures, and dossiers as regulated.
