Promulgation of the Regulation on reviewing and awarding the "Creative Labor Award" within the Army Trade Union in Vietnam

On November 22, 2024, the Minister of National Defense of Vietnam issued Circular 99/2024/TT-BQP regarding the Regulation on the consideration and awarding of the "Creative Labor Award" within the Vietnam People's Army Trade Union.

These Regulations stipulate the evaluation and awarding of the "Creative Labor Award" within the Vietnam People's Army Trade Union and the responsibilities of related agencies, units, and individuals.

The subjects to whom these Regulations apply include:

- Authors, groups of authors who are officers, trade union members within the Vietnam People's Army and the Government Cipher Board of Vietnam who have research projects applied in performing tasks in the field of science and technology, technical initiatives.

- Agencies, units, organizations, and individuals related to the organization and activities of evaluating and awarding the Awards.

According to the Regulations, the evaluation and awarding of the Awards must comply with the following principles:

- Registration for proposals for the Award must be made voluntarily; simultaneously, it should be linked with the roles and responsibilities of party committees, political commissars (political officers), commanders, and political bodies at all levels during the implementation organization.

- The evaluation and awarding of the Awards are conducted in a unified and coordinated manner from the grassroots level to the Ministry of National Defense level, ensuring honesty, objectivity, fairness, democracy, and accuracy; decisions are made by secret ballot and majority vote.

- Priority is given to awarding authors, groups of authors who are directly involved in production labor, and work in border areas, at sea, islands, regions with especially difficult socio-economic conditions; individuals of ethnic minorities, women, and collectives with a female ratio of 70% or more; individuals with many achievements in training, mentoring, and fostering colleagues to improve professional - technical - vocational skills, contributing to building strong units.

- The Award will not be granted for projects participating in the Awards in violation of Article 8 of the Law on Science and Technology; the Award will not be evaluated or proposed for authors, groups of authors while the authority is considering disciplinary actions or under investigation, inspection, or examination when there are signs of violation or complaints, denunciations, corruption, and negativity issues have been raised by the press but not yet verified or clarified.
