The following article discusses the management and operation of the road traffic surveillance system in Vietnam from January 1, 2025, as stipulated in Circular 83/2024/TT-BCA.

On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 83/2024/TT-BCA prescribing the construction, management, operation, exploitation, and use of the surveillance system to ensure road traffic security, order, and safety.

According to the provisions of Article 6 of Circular 83/2024/TT-BCA, the management and operation of the road traffic surveillance system in Vietnam are carried out as follows:

- The Traffic Police Department manages and operates the traffic surveillance system on highways, except for highways assigned and decentralized by the Minister of Public Security to the Police of provinces and centrally-run cities for patrolling, controlling, and handling violations.

- The Police of provinces and centrally-run cities manage and operate the traffic surveillance system on roads within the administrative boundaries of the province or city and on the highways assigned and decentralized for patrolling, controlling, and handling violations.

- The unit managing and operating the traffic surveillance system regularly monitors, inspects, and evaluates the operation of traffic surveillance equipment, auxiliary equipment, equipment at the traffic surveillance center, transmission lines, and system software to ensure the system operates stably; regularly checks the status and data storage capacity of the traffic surveillance system; evaluates the image recording of traffic surveillance equipment.

- Information and data in the traffic surveillance system are managed, classified, and shared according to the regulations of the Minister of Public Security on the management, connection, and sharing of surveillance camera data within the People's Public Security.

- The unit managing and operating the traffic surveillance system develops regulations for the management, operation, exploitation, and use of the traffic surveillance system; prepares plans for handling and recovering the system and data in case of incidents. The Police of provinces and centrally-run cities, before issuing regulations on management, operation, exploitation, and use of the traffic surveillance system, must seek written opinions from the Traffic Police Department.

Regulations on maintenance of the road traffic surveillance system in Vietnam from January 1, 2025

The maintenance of the road traffic surveillance system is carried out according to the provisions of Article 8 of Circular 83/2024/TT-BCA as follows:

- The unit managing and operating the traffic surveillance system performs maintenance of the traffic surveillance system. In cases where the managing and operating unit lacks the capacity to perform maintenance, other units or organizations may be selected to perform the task, with strict supervision over the maintenance process to ensure the confidentiality of the system information.

- The maintenance of the traffic surveillance system must comply with the technical processes for each type of equipment; recording the process and content of maintenance in the Maintenance Logbook in the Appendix issued with Circular 83/2024/TT-BCA.

Refer to the Circular 83/2024/TT-BCA effective from January 1, 2025, replacing Circular 17/2014/TT-BCA of the Minister of Public Security which regulated the operation, management, maintenance, and protection of the surveillance system, violation handling for road traffic order and safety.
