On September 04, 2020, the Ministry of Education and Training issued Circular 28/2020/TT-BGDDT promulgating the Charter for Primary Schools.

The Charter issued together with Circular 28/2020/TT-BGDDT specifically stipulates the rights of primary school students that parents and teachers need to know as follows:
1. Right to Education
- To be educated and taught to develop comprehensively and maximize personal potential; to study at a school implementing the primary education program that is convenient for commuting in their residential area.- Students can choose their school or transfer to another school outside of their residential area if the school is able to accommodate them.- Primary school-aged students returning from abroad, children of foreigners studying or working in Vietnam, children who have not had the opportunity to attend school due to difficult circumstances, are entitled to be assessed by the school principal for suitable class placement upon request.- Students with disabilities are integrated into a primary school; guaranteed conditions for studying and training; are taught and assessed according to an individual education plan.- Students can shorten the program duration, study older than the prescribed age, extend the study period, and repeat a grade.- Students with good physical strength and early intellectual development can skip grades within the educational level.- Students with limited academic results who have been directly guided and helped by teachers, parents, or guardians but still have not completed their tasks, depending on the degree of incompletion, the teacher will report to the principal for consideration of grade promotion or retention, and will decide on appropriate educational measures with the family.
2. To be protected, taken care of, respected, and treated equally and democratically; to be guaranteed legitimate rights and interests; to be provided with full information about their learning and training process; to be ensured conditions of time, facilities, hygiene, and safety for study and training.
3. To participate in activities to promote individual abilities; to express personal opinions and aspirations.
4. To receive scholarships and social policies as prescribed.
5. To enjoy other rights as prescribed by law.
