Draft Law on Forces Participating in Protecting Local Security and Order stipulates the responsibilities of the Ministry of Public Security (MPS) concerning the forces participating in protecting local security and order as follows:

1. Submit to the Government of Vietnam for issuance or issue within its authority and organize the implementation of legal normative documents regarding forces participating in protecting local security and order.

2. Disseminate, educate, and organize the implementation of laws regarding forces participating in protecting local security and order.

3. Prescribe the standards for participating in local security and order protection forces, the training and fostering programs for these forces.

4. Direct, manage, guide, and inspect the professional activities of the forces participating in protecting local security and order; specify the quantity and types of supporting tools, standards, and norms regarding infrastructure, means, equipment, supporting tools provided for the forces; prescribe the establishment procedures, recognition, supplementation of the number, and discharge of titles for these forces.

5. Develop the movement of the entire population protecting the Homeland’s security at the local level; mobilize the masses to participate in the movement protecting local security and order; manage, direct professional operations, and mobilize voluntary forces participating in protecting security and order.

6. Direct, guide, inspect the People's Committees at all levels regarding the management, establishment of forces participating in protecting local security and order; ensure the operational conditions of these forces according to the regulations.
