To be specific:, in the Charter issued with Circular 28/2020/TT-BGDDT, it is stipulated that the Emulation and Reward Council of the primary school assists the principal in organizing emulation movements; guiding and organizing the launch of emulation and supervising the implementation; advising on interim and final summaries, reviewing and recommending rewards for the school's staff, teachers, employees, and students; proposing suggestions on emulation and reward activities.
- The Emulation and Reward Council is established by the principal at the beginning of each school year, including the chairman, vice-chairman, secretary, and members. The principal is the chairman of the Emulation and Reward Council. The council members include: vice-principal, representative of the Communist Party Committee of Vietnam, president of the Trade Union, secretary of the Ho Chi Minh Communist Youth Union, general team leader, head of specialized groups, head of office groups, and teacher representatives. The number of members in the Emulation and Reward Council is an odd number.- The chairman of the Emulation and Reward Council convenes regular council meetings at the beginning of the school year, end of the first semester, end of the school year, and extraordinary meetings as required.
Additionally, this Circular clearly defines the duties of the Disciplinary Council and the Advisory Council of the primary school as follows:
- The Disciplinary Council is established to review or lift disciplinary actions against staff, teachers, and employees on a case-by-case basis. The establishment, composition, and activities of the Disciplinary Council are carried out in accordance with the law.- The principal establishes advisory councils to assist the principal in performing his/her duties and exercising his/her powers in management activities and directing the execution of tasks. The duties, powers, composition, and duration of operation of the advisory councils are regulated by the principal.
