What are operating principles of the Board of Directors of Science and Technology Program in Vietnam?

This is an important provision specified in Circular 20/2011/TT-BKHCN regulating the organization and operation of the Board of Directors of Science and Technology Program in Vietnam for the period 2011-2015, issued by the Ministry of Science and Technology of Vietnam on August 25, 2011.

What are operating principles of the Board of Directors of Science and Technology Program in Vietnam? (Illustration)

To be specific, in Article 3 Circular 20/2011/TT-BKHCN stipulates the principles and conditions for the operation of the Board of Directors as follows:

- The Board of Directors operates on the principle of democratic centralism, is accountable to the Minister of Science and Technology for the organization and implementation process, the scientific and technological proficiency, and the outcomes of the national key science and technology program (hereinafter referred to as the Program).

- The Board of Directors may organize expert groups specialized in key research areas to provide consultation on related issues during the Program's operation.

- Members of the Board of Directors shall not directly manage any projects or subjects within the Program.

- Members of the Board of Directors shall be provided with necessary physical facilities to support the Program's activities and shall receive compensation as stipulated.

The Board of Directors is organized as follows:

- The Board of Directors consists of 03 to 05 members, including a Chairperson, Vice Chairperson, a secretary cum scientific secretary, and other members. The Board of Directors is established by the Minister of Science and Technology.

- The Board of Directors is structured according to the specialized fields of the Program to effectively manage the essential research contents of the Program.

- Members of the Board of Directors are individuals who meet the criteria stipulated in Articles 8 and 9 of Circular 20/2011/TT-BKHCN and are appointed by the Minister of Science and Technology.
