Content of policies on statistical reporting in the finance sector in Vietnam from March 01, 2025

On December 31, 2024, the Minister of Finance promulgated Circular 91/2024/TT-BTC regulating the statistical reporting regime in the finance sector.

- The statistical reporting regime in the finance sector specifies the list of reports, report forms, and explanations of report forms to collect and compile statistical information under the national statistical indicators system assigned to the Ministry of Finance and the finance sector's statistical indicators system.

- Reporting unit and report receiving unit

+ The reporting units are agencies and units under and affiliated with the Ministry of Finance; Departments of Finance of provinces and centrally-affiliated cities. The reporting units are specifically recorded in the upper right corner of each report form;

+ The report receiving unit is the Ministry of Finance (Financial Informatics and Statistics Department) which is specifically recorded in the upper right corner of each report form, below the reporting unit line.

- Report forms

+ The list of financial sector statistical reports is in Appendix I issued together with Circular 91/2024/TT-BTC;

+ The system of reporting forms and explanation of report forms (hereinafter referred to as report forms) is regulated in Appendix II attached to this Circular;

+ The list of abbreviations of units implementing financial sector statistical reporting policies is regulated in Appendix III issued together with Circular 91/2024/TT-BTC.

- Report form symbol

The report form symbol consists of a numeric part and an alphabetic part. The numeric part includes 4 digits, the first 2 digits correspond to the statistical reporting field, the last 2 digits are a sequential number from 01 to 99 used to number the report forms in each field; the alphabetic part includes 2 segments, the first letter is an uppercase abbreviation of the reporting period (year - N, quarter - Q, month - T, day - D, mixed - H), the following letters are uppercase abbreviations of the reporting unit. For reports used to compile national statistical reports, the code “.QG” will be added at the end of the report form symbol.

- Reporting period

The reporting period is recorded in the central part of each report form and is calculated according to the calendar date, including:

+ Daily statistical report: Determined by the working day;

+ Monthly statistical report: Calculated from the first day of the month to the last day of the month;

+ Quarterly statistical report: Calculated from the first day of the first month of the reporting period to the last day of the third month of that reporting period;

+ Semi-annual statistical report: Calculated from the first day of the first month of the reporting period to the last day of the sixth month of that reporting period;

+ Annual statistical report: Calculated from January 1 to December 31 of that reporting period;

+ Other statistical reports: Statistical reports with specific reporting periods and reporting deadlines recorded in each report form;

+ Ad-hoc statistical reports: In cases where an ad-hoc statistical report is needed to meet the state management requirements of the Ministry of Finance, the requesting agency must submit a written proposal specifying the time, deadline, and specific statistical reporting criteria.

- Reporting deadline

The reporting deadline is specifically recorded in the upper left corner of each report form, below the form symbol line, and is calculated according to working days. If the last day of the reporting deadline coincides with a public holiday, Lunar New Year holiday, or weekend, the report submission date will be moved to the next working day immediately following the holiday, Lunar New Year holiday, or weekend.

- Reporting method

Reporting units perform in one of the following methods:

+ Directly send and receive reports on the Financial Statistics Information System and are authenticated by an account registered by the representative of the reporting unit;

+ Reporting units with electronic statistical report management information systems send reports automatically to the Financial Statistics Information System. The connection and information sharing between the Financial Statistics Information System and other information systems and databases must comply with regulations on management, connection, and sharing of digital data of state agencies;

+ In cases where the data transmission network system, Financial Statistics Information System software experiences issues, units send reports via email or by data carrier as guided by the Financial Informatics and Statistics Department during the incident.
