The Ministry of Education and Training of Vietnam has issued Circular 27/2024/TT-BGDDT outlining the regulations related to specialized education schools.

On December 26, 2024, the Minister of Education and Training issued Circular 27/2024/TT-BGDDT regarding the Regulations on organization and operation of schools and classes for people with disabilities.
According to Clause 1, Article 3 of the Regulations issued with Circular 27/2024/TT-BGDDT, a specialized education school is an educational institution within the national education system designed for disabled students who require special educational needs through a specialized educational method aimed at ensuring their right to participate in education, opening up opportunities for learning and lifelong learning for disabled students.
Specialized education schools have legal status, their own seal, and separate accounts.
Note: Specialized education schools are newly established or reorganized and operate after Circular 27/2024/TT-BGDDT takes effect and are managed by the Department of Education and Training.
Specialized education schools include two types: public and private.
- Public specialized education schools are state-invested, ensuring operational conditions and representing the owner's interests.
- Private specialized education schools are invested and ensured for operational conditions by domestic or foreign investors.

According to the regulations, the name of the specialized education school is: Specialized Education School + unique name or location name.
In which, the unique name must ensure clarity, not cause misunderstanding; not cause misinterpretation about the organization and activities of the specialized education school; ensure the purity of language; not use words, symbols inappropriate to the nation's historical traditions, culture, ethics, and customs.
The name of the specialized education school is engraved on the seal and name sign.
The name sign of the specialized education school includes:
- Top left corner:
+ First line: People's Committee of province/city directly under the Central Government (hereinafter referred to as the Provincial People's Committee) and the name of the province.
+ Second line: Department of Education and Training.
- In the middle: the name of the specialized education school as prescribed in Clause 1 of this Article;
- Below: address, phone number, email, website (if any) of the specialized education school.
Note: The above regulations apply to newly established or reorganized specialized education schools when Circular 27/2024/TT-BGDDT comes into effect.

Specialized education schools perform tasks, and possess powers as prescribed for education facilities of the same level and type; the regulations in this Regulation; additionally, they perform other tasks and powers as follows:
- Develop plans and submit them to competent authorities to coordinate medical interventions and rehabilitation activities for disabled students;
- Fulfill educational tasks for disabled students: early educational intervention, inclusion education support when assigned by competent authorities. These activities are carried out according to the regulations on organization and operation of integration education development support centers by the Ministry of Education and Training.
Competent authorities when assigning tasks must ensure the conditions for specialized education schools to implement;
- Are allowed to cooperate with organizations and individuals domestically and internationally to support educational activities for disabled students according to regulations;
- Are allowed to receive aid for educational activities for disabled students according to regulations;
- Are allowed to organize boarding, semi-boarding services for disabled students if conditions are met.
