Vietnam: Responsibilities and powers of the Ministry of Science and Technology regarding the Science and Technology Program (Illustration)

Article 10 of Circular 19/2011/TT-BKHCN stipulates the responsibilities and powers of the Ministry of Science and Technology in Vietnam as follows:

1. Take charge of and cooperate with relevant Ministries and central authorities in organizing the preparation and approval of the list of Programs based on socio-economic development goals and tasks, and the National Science and Technology Development Strategy; guide the implementation of the Programs.

2. Issue or cooperate with relevant Ministries and central authorities to issue documents on mechanisms and organization of the management apparatus of Programs, and cooperate with Governing Ministries to organize the implementation.

3. Organize the formulation and approval of objectives, contents, and anticipated products of the Programs.

4. Approve the list of themes and projects for organizing the selection and assessment of organizations and individuals to lead the implementation; decide to recognize the selected organizations and individuals to lead the themes and projects; approve the contents and funding of themes and projects under the Programs; consider and decide to adjust the contents and funding if necessary during the implementation of the Programs.

Decide to supplement urgent science and technology tasks and arrange a plan to implement them within the Programs.

5. Aggregate and balance the funding for implementing the Programs into the annual budget plan for science and technology. Coordinate with the Ministry of Finance and the Ministry of Planning and Investment to ensure financial resources for the activities of the Programs. Approve and consolidate the annual financial settlement reports of the Programs to be submitted to the Ministry of Finance.

6. Decide to approve or authorize the Head of the host organization to approve the plans and results for bidding for purchasing machinery and equipment for the themes and projects under the Programs according to legal regulations.

7. Monitor, inspect, and supervise the activities of the Programs, themes, and projects during the implementation and after the assessment and acceptance of the Programs, themes, and projects.

8. Decide to recognize the results of the implementation of themes and projects under the Programs; authorize organizations and individuals leading the themes and projects under the Programs to register intellectual property rights protection for the results of the themes and projects according to legal regulations.

9. Assess the results and summarize the activities of the Programs.

10. Report to the Prime Minister of Vietnam on the situation and results of the implementation of the Programs.
