Vietnam: Procedures for appointment as members of the Boards of Directors of the science and technology program (Illustration)

In Circular 20/2011/TT-BKHCN, the procedures for appointment as members of the Boards of Directors of the science and technology program in Vietnam are stipulated as follows:

The establishment of the Boards of Directors of the Program and the appointment of its members are carried out in the following sequence:

1. Introduction and proposal of prospective members of the Boards of Directors of the Program.

Conduct based on the conditions for appointment of members of the Boards of Directors of the Program stipulated in Article 8 and Article 9 of Circular 20/2011/TT-BKHCN and suggestions from the scientific community within the scope of the Program

2. Preparation of the list of prospective members of the Boards of Directors of the Program.

- Confirm the list of prospective members of the Boards of Directors of the Program to be submitted to the Minister of Science and Technology

;- Consult with individuals proposed as Leaders and members of the Boards of Directors of the Program;

- Collate information about individuals proposed to join the Boards of Directors of the Program.

3. Consensus with relevant agencies, organizations, and individuals.

Send official dispatch to the relevant agencies, organizations, and individuals for written approval as follows:

- For a person currently working at an agency or organization, written approval from the direct management agency or organization and the proposed individual is required;

- For a person not working at an agency or organization, a written commitment of the proposed individual is required.

4. Preparation of the member dossier of the Boards of Directors of the Program, including:

- Scientific curriculum vitae, clearly stating the conditions related to members of the Boards of Directors of the Program as stipulated in Clause 1, Article 8 of Circular 20/2011/TT-BKHCN;

- Written commitment from the Boards of Directors of the Program members regarding their responsibility to perform assigned tasks and the conditions stipulated in Clause 2, Article 8, and Article 9 of Circular 20/2011/TT-BKHCN;

- Written consensus from relevant agencies and organizations and other related documents stipulated in Clause 2, Article 8, and Article 9 of Circular 20/2011/TT-BKHCN.

5. Decision to establish the Boards of Directors of the Program and appoint its members.

The Minister of Science and Technology of Vietnam shall decide on the establishment of the Boards of Directors of the Program and the appointment of its members.

6. The Program Office takes charge of and collaborates with functional departments of the Ministry of Science and Technology in organizing the implementation of the content and procedures stipulated in Article 10 of Circular 20/2011/TT-BKHCN.
